IV. Topsoil <br />Information regarding baseline soil studies may be found in Section 2.04.9 of the permit. <br />Information regarding the salvaging and replacement of topsoil may be found in section 2.05.4 of <br />the permit. Except for one situation, all available topsoil will be salvaged from areas to be <br />disturbed by mining prior to disturbance. During reclamation, topsoil will be replaced in a 12 <br />inch deep layer. Six inches of topsoil will be replaced on top of 3.5 feet of fill over the reclaimed <br />gob pile. <br />A. The Division proposes to approve alternative procedures for topsoil protection at one <br />location. Approval of Permit Revision No. 6 permitted a variance from salvaging all of <br />the topsoil at the train loadout coverfill stockpile. BRL will salvage the top two to three <br />inches of topsoil and then will place geotextile fabric on the coverfill area. Soil from the <br />cut operations for the train loadout will, then, be placed on top of this geotextile material. <br />(4.06.1(2)). <br />B. The Division waived the requirement for clearing of small shrub and grass-type <br />vegetation cover prior to topsoil removal. The applicant has demonstrated that inclusion <br />of vegetation cover in salvaged topsoil is not detrimental to soil productivity consistent <br />with the post-mining land use. Large tree and shrub vegetation was removed prior to <br />topsoil salvage. <br />C. The Division has determined that the'A' and'B' horizons shall be removed together and <br />replaced, in order to ensure soil productivity consistent with the approved post-mining <br />land use (4.06.2(3)). <br />D. The Division has not determined that selected overburden materials shall be used for or <br />as a supplement to topsoil. (4.06.2(4) (a)). <br />V. Sealing of Drilled Holes and Underground Openings <br />A. The applicant has not proposed to manage development, exploration, drill or bore holes, <br />wells or other exposed underground openings in a manner other than by sealing and <br />plugging (4.07.1). <br />B. The Division will require that each hole, well or other underground opening be capped, <br />scaled, backfilled, or otherwise properly managed (4.07.3). <br />VI. Use of Explosives <br />A. The Division does not propose to approve a blasting area in excess of 300 acres <br />(4.08.3(2)(b)(i)). <br />B. The Division does not propose to approve blasting at times other than those described in <br />the blasting schedule (4.08.3(2)(b)(v) and 4.08.4(2)). <br />C. The applicant has not proposed to conduct blasting less than 1000 feet from a school, <br />church, hospital, or nursing facility, or less than 500 feet from disposal wells, petroleum <br />or gas storage facilities, municipal water-storage facilities, fluid-transmission pipelines, <br />gas or oil collection lines, or water or sewage lines (4.08.4(7)). <br />30
