III. COMMENTS - COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made <br /> during the inspection. Comments also describe any enforcement actions taken during the inspection <br /> and the facts or evidence supporting the enforcement action. <br /> This was a complete inspection conducted by Kent Gorham of the Colorado Division of <br /> Reclamation, Mining, and Safety (Division). This processing and loadout site has been <br /> inactive since June 2001 after the closure of the Lorencito Mine (#C-96-084). Ground <br /> conditions on this day were dry and the weather was warm and unseasonably mild. <br /> Availability of Records <br /> The public copy of the mine records is kept at the office of Peak Project Management (PPM). <br /> The contact, address, and phone number for PPM is Ron Thompson, Peak Project <br /> Management, 34115 County Road 20.8, Trinidad, CO 81082, 719-846-4975. Records were <br /> found in compliance as detailed on page 2a of this report. <br /> Hydrologic Balance <br /> There are four ponds and five containments constructed at this site. Pond 4 controls storm <br /> runoff from the Development Waste Pile. Pond 4 held only a small puddle of water in the <br /> southeast end. Ditch D2 directs runoff from the pile along the north boundary. Sediment <br /> build up should be cleaned from this ditch before next spring to ensure proper function. Pond <br /> Pond 6 is a non- - <br /> discharging impoundment <br /> east of the prep plant. It <br /> held a moderate amount of <br /> water, mostly pumped <br /> from pond 8 during the late <br /> summer months. Pond 7 <br /> (shown right) controls <br /> runoff from the majority of <br /> the facility area and held <br /> water below the lowest set <br /> of holes on the primary <br /> Naar. The outlet gate was <br /> closed. Containment#5 at <br /> the RDA conveyor held a <br /> small amount of water and <br /> containment#2 at the <br /> West Mine held water at <br /> about 25% capacity. <br /> The straw bales treating runoff east of the coal silos have suffered due to weather and animal <br /> activity. These bales should be replaced and repaired as necessary. <br /> The disturbed area immediately below the new weir box (below left) positioned below the mine <br /> dewatering pond outfall should be graded and completed before spring runoff next year. <br /> Some earthwork and rock is likely necessary to prevent erosion from high flows in the river. <br /> 3 <br />
