r <br /> Letter to Phil Hegeman -2- January 30, 1996 <br /> Since the time that this stipulation was drafted, DMG has learned that <br /> phytotoxicity from copper or other components of biosolids is considered <br /> in WQCD's Notice of Authorization process. As such, DMG will confer with <br /> WQCD in terms of any limitations that may be placed on biosolids <br /> application to prevent phytotoxicity. <br /> At this time, DMG is recommending that WQCD modify the Special Condition <br /> regarding application rates in the Notice of Authorization for the Use and <br /> Distribution of Biosolids for the Robinson Tailing Impoundment to allow <br /> an initial application rate of 30 tons per acre, and maintenance <br /> applications as outlined above. If WQCD determines that a cumulative <br /> biosolids application limitation needs to be incorporated into the Notice <br /> of Authorization in order to prevent phytotoxicity from copper or any <br /> other elements, please advise DMG of such a determination so that <br /> conflicts between the two permits can be avoided. <br /> If you have any questions, please contact me. <br /> Sincerely, <br /> d <br /> �i <br /> Allen C.
