CO 80222-1530 <br /> RE: Biosolids Application at the Robinson TailingIm u t, Climax <br /> olybdenum Company, Climax Mine, Reclamation Permit No. M-77-493,c'--�' <br /> CDPH&E BMP #0834 <br /> Dear Mr. Hegeman: <br /> In the Notice of Authorization for the Use and Distribution of Biosolids <br /> issued by the Water Quality Control Division (WQCD) for the above <br /> referenced location, a Special Condition was stipulated regarding <br /> biosolids application rates. The Special Condition specifies a limitation <br /> on initial biosolids application to not exceed 75 pounds of plant <br /> available nitrogen per acre, with the basis for this limitation being the <br /> agronomic nitrogen requirement for the reclamation seed mix approved in <br /> the Climax Mine Reclamation Permit. On November 13, 1995, the Division <br /> of Minerals and Geology (DMG) approved a Technical Revision to the Climax <br /> Mine Reclamation Permit that allows an initial biosolids application rate <br /> at the Robinson Tailing Impoundment of 30 tons per acre. Subsequent <br /> maintenance applications are approved as outlined below: <br /> Upon completion of the initial application phase, application of <br /> biosolids on Robinson Tailing Impoundment will be calculated from <br /> updated soil and biosolids analyses. Additional organic materials <br /> and fertilizer may be applied with the biosolids. Concentration of <br /> plant available nitrogen for any such mixture shall not exceed 75 <br /> pounds per acre of plant available nitrogen. The annual coverage <br /> rate will be calculated based on the average nitrogen content of the <br /> mixture. <br /> The following stipulation was placed on DMG's approval of the biosolids <br /> Technical Revision: <br /> THE OPERATOR MUST PROVIDE A DEMONSTRATION THAT THE NATURE AND <br /> CONCENTRATIONS OF COPPER IN THE BIOSOLIDS WILL NOT INHIBIT <br /> REVEGETATION OF THE LAND APPLICATION AREAS. THIS DEMONSTRATION MUST <br /> BE REVIEWED AND ACCEPTED BY THE DIVISION PRIOR TO INITIAL LAND <br /> APPLICATION OF BIOSOLIDS. <br />
