Upon completion
of the initial application phase subsequent biosolids applications shall be calculated based upon updated soil and biosolids
analyses. Additional organic materials and fertilizer may be applied in combination with the biosolids, however, the
concentration of plant available nitrogen for any such mixture shall not exceed 75 pounds per acre of plant available nitrogen.
11.11 Biosolids Monitoring
Biosolids monitoring requirements are specified in Section 4.9.16.A of the Biosolids Re ilntion(5 CCR 1002-19,4.9.0).
Division records indicate that the permittees' 1993 biosolids production rates are as identified below. Monitoring of biosolids
for parameters identified at section 4.9.16,table 7,and to demonstrate compliance with pathogen destruction criteria identified
at section 4.9.12.B(8)and vector attraction reduction criteria at 4.9.12.0 is required on a once per quarter basis for those
facilities exceeding 319 dry tons of biosolids production annually, and once per year for those facilities which do not
exceed 319 dry toivs per year biosolids production. The frequencies of analysis specified above are subject to change should
the facilities' biosolids production levels change.
Breckenridge Sanitation District 347 dry tons
Copper Mountain Water and Sanitation District 93 dry tons
Frisco Sanitation District 168 dry tons
Dillon/Silverthorne Joint Authority 242 dry tons
Summit County Snake River Wastewater Treatment Plant 104 dry tons
II.0 Soils Monitoring
Pursuant to Sections 4.9.16.B of the Biosolids Regulation, (5 CCR 1002-19,4.9.0), post-application soils monitoring for those
parameters identified in 4.9.16.13,tables 8 and 9 of the Biosolids Regulation shall be required. Monitoring shall be performed
on samples collected in accordance with the provisions of section 4.9.16.B of the Biosolids Regulation.ation. Samples should be
collected so as to be representative of that area to which biosolids are applied within a given calendar year. It is expected
that the amount of acreage to which biosolids are applied will not exceed 320 acres per year. Thus, for purposes of this
section, only a single composite soil sample will be required. Collection of soil samples is not required until seeding is
complete and emergence and establishment of vegetation has occurred, however, in no case should soil sampling occur more
than two years after application has taken place.
