September 1996 4- 963-2128.002 <br /> 2.0 LITERATURE REVIEW AND DATA SUMMARY <br /> 2.1 Biosolids Disposal Regulations <br /> The U.S. Environmental Protection Agency (USEPA 1993) published the 40 CFR Part 503 <br /> regulations to control the beneficial use of biosolids produced by municipal wastewater <br /> treatment facilities. Select portions of the regulations are presented below to establish the <br /> maximum amount of Cu that can be applied to a unit of land and the maximum amount of Cu <br /> allowed per unit amount of biosolids (mg/kg on a dry weight basis). The Cu values found in <br /> 40 CFR Part 503, Table 3 corresponds to the Colorado Department of Public Health and <br /> Environment/Water Pollution Control Division, biosolids classification of Grade 1 sludge <br /> (CDPHE 1994). <br /> 40 CFR 503.13(b)(2) <br /> The cumulative amount of each pollutant listed in Table 2 - Cumulative Pollutant Loading <br /> Rates that is applied to agricultural land, forest, a public contact site, or a reclamation site in <br /> bulk sewage sludge shall be equal to or less than the cumulative pollutant loading rate for the <br /> pollutant in Table 2 (i.e., Table 2: Cu 1500 kg/hectare or 1339.5 lbs./acre). <br /> 40 CFR 503.13(b)(3) <br /> The concentration (on a dry weight basis) for each pollutant listed in Table 3 - Pollutant <br /> Concentrations in bulk sewage sludge applied to agricultural land, forest, a public contact <br /> site, a reclamation site, a lawn, or a home garden and in sewage sludge sold or given away in <br /> bag or similar enclosure for application to the land shall be equal to or less than the <br /> concentration for the pollutant in Table 3 (i.e., Table 3: Cu 1500 mg/kg). <br /> Golder associates <br />
