(Page 2) <br />MINE ID # OR PROSPECTING ID #: M-1977-184 <br />INSPECTION DATE: 11/»/Q8 INSPECTOR=S INITIALS: MAr <br />OBSERVATIONS <br />This inspection was conducted by Michael Cunningham of DRMS. Also present, was Daylan Figgs of the City <br />of Fort Collins. The inspection was part of the Division's regular monitoring inspection program. The <br />Timberline Pit is located east of the City of Fort Collins on S. Timberline Road. The Cache la Poudre River is <br />directly to the north of the site. The permit area encompasses 116 acres that lie on either side of S. Timberline <br />Rd. <br />There was no permit sign posted at the site, this has been cited as a problem and will require action by the <br />Operator. In addition, the permit boundary was not marked. Mining operations have ceased and reclamation is <br />complete at this site. The Reclamation Plan called for the creation of four lakes. The post mining land use for <br />the site is divided between recreation and industrial/commercial use. The City of Fort Collins has converted the <br />northwest portion of the site into the Kingfisher Open Space. The site is roughly divided into east and west <br />halves by S. Timberline Rd. Each half contains two lakes. There is also a 7 acre parcel that is not contiguous <br />with the rest of the permit area. This parcel lies to the northwest of the main site. <br />A full performance and financial warranty release was submitted to the Division on November 13, 2001. The <br />request was denied because the Operator had not addressed the issue of evaporative losses of groundwater. Mr. <br />Figgs indicated that the City of Fort Collins has recently received approval of the Augmentation Plan from the <br />Office of the State Engineer. As a result, the City of Fort Collins will be requesting a full performance and <br />financial warranty release from the permit. <br />In general, reclamation has been completed according to the Reclamation Plan. The slopes of the pits have been <br />reclaimed at 3:1 and are stable. Vegetation is well established throughout most of the site; the inspector noted <br />stands of blue grama and sideoats grama. The inspector also noted Russian Olive trees growing along the <br />perimeter of all of the ponds, except for the northwest pond. The presence of Russian Olive trees has been cited <br />as a problem and will require action by the Operator. The field that lies directly to the south of the southwest <br />pond is dominated by kochia.
