The <br />revised text notes that conditions resulting in frozen soils that would impact soil <br />handling operations at New Horizon would be rare, with the only significant concern <br />related to the potential that extended periods of extreme cold could result in possible <br />difficulty with respect to proper separation of Lift A and Lift B soils. The text states <br />that in this situation, Lift A salvage operations would be suspended. <br />Amended text on pages 2.05.4(2)(d)-23, (d)-24, and (d)-33 addresses measures that <br />will be taken to minimize handling of saturated soils, which could result in <br />degradation of soil physical characteristics and excessive compaction. <br />The amended sections addressing frozen and saturated soils have adequately <br />addressed the applicable regulatory provisions. The operator will be responsible for <br />conducting soil handling operations such that Lift A and Lift B materials can be <br />properly segregated (4.06.2(3)), physical and chemical properties of the soil can be <br />protected to the extent practicable (4.06.2(5)), and excess compaction and <br />contamination would be prevented (4.06.4(2)(b)). Item Resolved. <br />30. The Division noted a number of apparently erroneous table references within the text <br />of Section 2.05.4(2)(d), as well as an apparent error on Table 2.05.4(d)-2, and <br />requested that the operator amend the text and table(s) as warranted. <br />The table references appear to have been properly amended. The one apparent error <br />on Table 2.05.4(d)-2 was corrected, but on closer review of the stockpile volumes <br />listed on the table, there appears to have been an addition error with respect to the <br />volume sub-total for stockpiles west of 27 road, and as a result, the over-all stockpile <br />volume total appears to be in error. The west side sub-total should be 197,995, rather <br />than 454,005 based on our addition, and the over-all total should be 326,010, rather <br />than 582,010. <br />Please review and amend Table 2.05.4(d)-2 as appropriate. The summation <br />error in this table does not appear to have been carried forward to other sections <br />of the soil salvage or replacement plan, but please verify that this is the case, and <br />amend the plan as warranted, if there were any related errors. <br />34. The Division requested clarification regarding the results of June 2008 conductivity <br />re-sampling for Sample Site #32, and noted that further sampling and analysis for <br />conductivity in the Site #32 immediate vicinity, pursuant to the remedial soil <br />sampling/handling plan, appeared to be warranted. <br />The cover letter response indicates that remedial testing of the surrounding area was <br />completed, and that results demonstrated that no further remedial measures were <br />warranted with respect to soil quality in the vicinity of Site 432. Amended page <br />2.05.4(2)(d)-35 contains revised language stating that "Additional results and <br />discussion have been added to Attachment 2.05.4(2)(e)-1 to address the samples that <br />2
