MOUNTAIN COAL
COMPANY West Elk Mine
A Subsidiary of Arch Western Resources, LLC P O Box 591
5174 Highway 133
Somerset, CO 81434
(970) 929-5015
Fax(970)929-5595
MCC added the language to the attached Project Plan.
b) On page 8, under Reclamation Plan, MCC should state that roads/pads will be
decommissioned or reclaimed as specified in the FS Decision on the associated environmental
analysis f or activities on national forest system (NFS) lands. Under point 43, this should also
include roads. On page 11, point 47, should read something to the effect of, "The low volume
roads (which will be temporary), if required to be decommissioned by obliteration in the FS
decision document, will be reclaimed.... ", as not all the project low volume roads will be
obliterated, rather the FS identified some may be decommissioned to ATV trails to support the
post-mining land use.

MCC added the language to the attached Project Plan.
c) As an attachment to the TR, MCC included the FS Road Use Permit for MCC. The Sylvester
Gulch Road is not yet covered by the Permit, we encourage MCC to request its addition as
soon as possible.
MCC made the request to the USFS and the Sylvester Gulch Road has been added to the
attached Proiect Plan.
d) Also, we wish to make a clarification that we are currently working with MCC on the
Project Map submitted with the TRs. There are several items that are not consistent with the
Environmental Impact Statement that the USFS produced. MCC Will be submitting a more
accurate map as part of the adequacy review/response.
MCC made corrections to the attached man to address consistency with the FEIS.
If you have questions regarding these adequacy responses please call me at (970) 929-223 8.
Sin , 4,14
Gv
Henry A arbe
Envirommental Engineer
Enclosures:
•
cc: Doug Nolte
Chris Nyikos
Mike Peacock
Ryan Taylor - USFS
