Design Criteria <br />Topic Design Criteria for the Proposed Action <br />Visuals 98. Long-term surface facilities would be painted a standard BLM/FS <br /> environmental color selected by the Forest Service to <br /> better blend the facilities with their surroundings and <br /> thereby reduce visual impacts. <br /> 99. Contours will be followed during construction, to the Forest Plan <br /> extent possible, so visual line and form is undisturbed. <br /> 100. Vegetation removal will be minimized to prevent Forest Plan <br /> disruption of color. <br /> 101. Irregular shaped pads will be used to minimize visual FS <br /> disturbance. <br />GEOLOGY, SOILS, MINERALS <br />Topsoil 102. Where it is necessary to remove topsoil in order to DBMS, FS <br /> construct MDW pads or access roads, topsoil shall be <br /> removed and segregated from other soil. If such topsoil is <br /> not replaced within a time short enough to avoid <br /> deterioration of the topsoil, vegetative cover or other <br /> means shall be employed so that the topsoil is protected <br /> from erosion, remains free of any contamination by toxic <br /> or acid-forming material, and is in a usable condition for <br /> reclamation. <br /> 103. Where practicable, woody vegetation present at the site Reclamation <br /> shall be removed from or appropriately incorporated into Plan, FS <br /> the existing topsoil prior to excavation within the affected <br /> areas. <br /> 104. Topsoil stockpiles shall be stored and configured to DRMS, FS <br /> minimize erosion and located in areas where disturbance <br /> by ongoing mining operations will be minimized. Such <br /> stockpile areas must be included in the affected areas and <br /> subject to all reclamation requirements. <br /> 105. Immediate seeding of topsoil stockpiles for the purpose of Reclamation <br /> stabilization may be required. Plan, FS, <br /> BMP <br /> 106. Once stockpiled, the topsoil shall be handled as little as Reclamation <br /> possible until replacement on the regraded, disturbed Plan, FS <br /> area. <br /> 107. The Operator shall take measures necessary . to assure the Reclamation <br /> stability of replaced topsoil on graded slopes such as Plan, FS <br /> roughening in final grading to eliminate slippage zones <br /> that may develop between the deposited topsoil and heavy <br /> textured spoil surfaces. <br /> 108.
