III. COMMENTS -COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made <br /> during the inspection. Comments also describe any enforcement actions taken during the inspection <br /> and the facts or evidence supporting the enforcement action. <br /> This was a partial coal inspection conducted by Jason Musick of the Colorado Division of <br /> Reclamation, Mining, and Safety (Division) on 12 November 2008. The purpose of this inspection was <br /> to evaluate the repair and maintenance work noted during the October bond release inspection with <br /> respect to Trapper Mine's Phase I, II, and III bond release applications, SL-08, SL-09 and SL-10 <br /> respectfully, in accordance with Rule 3.03.2(2). Christine Belka of OSM and Graham Roberts of TMI <br /> accompanied the inspection. The weather was cloudy and the ground was wet during the on-the- <br /> ground inspection of the site. All areas to be inspected were accessible and visible. <br /> At the conclusion of the inspection, I received a revised Map 1 (sheet 2) of the SL-10 application and <br /> narrative pages 1, 3, 10 and eleven to reflect changes made to the SL-10 application. <br /> Hvdroloaic Balance <br /> • Parcel H-C-03, consisting of 20.3 acres and is both Phase I and II under SL-08 and SL-09, <br /> contains a large reclaimed West Pyeatt drainage. Evidence of heavy down cutting and deep <br /> drop downs due to erosion were noted at the boulder check dams. This lower portion of this <br /> drainage was brush repaired. See photos below: <br /> • Parcel F-AB-05, consisting of 73 total acres and 56.2 acres in the parcel of note and under SL- <br /> 09, contains a large reclaimed East Pyeatt drainage. Large boulder check dams have been <br /> installed in the drainage. Although the majority of the check dams have held up and <br /> maintained the integrity of the dams, the check dams through the portion of F-AS-05 (56.2ac) <br /> have been compromised. Evidence of heavy down cutting and major movement of the <br /> boulder check dams were noted during the inspection. The check dams through this area <br /> were repaired and brush repair was completed through out the drainage. See photos below. <br />
