Below are comments on the inspection. The comments include discussion of observations made during <br /> the inspection. Comments also describe any enforcement actions taken during the inspection and the <br /> facts or evidence supporting the enforcement action. <br /> Fish Creek Vent Shaft(FCVS)was not pumping at the time of the inspection. Pit 1 elevation has <br /> continues to maintain a fairly steady-state freeboard prior to flowing to Pond D. Pond D was not <br /> discharging through the flume. However, a fine trickle was noted at the flume that appeared to be <br /> emanating from under the flume. Mr. Watterson agreed that TCC will seal this minor flow. The flume <br /> had been set in concrete. It appears that there is a small amount of flow piping under this concrete base. <br /> Bentonite may be able to seal this. <br /> Ponds throughout the mine were in good condition. Pond B was discharging a small amount—0.02 on <br /> the staff gauge. TCC has added additional gravel at Pond B outfall to stabilize this marshy area. <br /> TCC continues to bury the Mine Water transfer lines from FCBH to Area 1 Pit, from FCBH to FCM-2, <br /> From 1 ORT to Junction to 6MN line, 1 ORT to Foidel Creek. TCC anticipates completion of burying of <br /> the lines prior to winter weather setting in. <br /> The Million Gallon Tank at the PM Bay was overflowing at the time of the inspection. Overflow water <br /> flows to pond G. TCC stated that the shut off valves have been troublesome at the tank. This has been <br /> an ongoing problem and becomes a safety concern during the winter months due to ice build up. The <br /> shut off valve for the Million Gallon Tank needs to function properly. TCC needs to resolve this <br /> maintenance problem. <br /> The NW B-O-B ditch continues to be clean of coal material. TCC has installed orange markers to <br /> denote the edge of the Coal stockpile for a visual clue for the dozer operator in seeing the limits of the <br /> pile. <br /> TCC is continuing construction to the 6MN reservoir. Obtaining acceptable compaction of the clayey <br /> foundation material has slowed the work a little. The contractor working on the embankment <br /> construction stated that they were close to the design embankment height. The construction of 6MN <br /> pond appears to be in accordance with the approved plans at this stage of the operation. <br /> Processing Waste: TCC is filling up the southern and central portions of the RDA. Refuse piles are <br /> being end dumped along the west active area. TCC plans to expand west of the current RDA road to the <br /> approved western limits of the pile. This westward expansion will require moving of a powerline, <br /> construction of a temporary roadway and removal of cover material. The area had previously been <br /> stripped of topsoil. TCC is preparing to cover the north slope of the RDA. The SE slope of the RDA <br /> has been graded as well. TCC anticipates submittal of a revision to the RDA to the east. This revision <br /> has not been received by the Division yet. e to <br /> Est— '�jv� <br /> Topsoil: 1 ORT topsoil pile has been shaped. Seeding of this topsoil pile and the 6MN reservoir pile are <br /> still needed this fall. 6MN topsoil stockpile has been sprayed for Canada thistle. <br /> Revegetation: TCC is working with a contractor for seeding of the buried waterlines, new or reshaped <br /> topsoil piles, pond embankment, and the north outslope of the Stoker expansion area. A winter wheat <br /> crop is being added to the seed mix to act as a nurse crop and help stabilize the soil until the seedmix <br /> 4 of 7 WHITE-File YELLOW-Operator PINK-Specialist <br />
