Ill. COMMENTS -COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made during <br /> the inspection. Comments also describe any enforcement actions taken during the inspection and the <br /> facts or evidence supporting the enforcement action. <br /> This was a complete inspection conducted by Janet Binns of Colorado Division of Reclamation, Mining <br /> and Safety. Mr. Brian Watterson of Twentymile Coal Company accompanied the inspection. The mine <br /> is an active underground mine. The weather was cool and cloudy with intermittent snow showers. The <br /> mine is wet due to recent precipitation. <br /> Roads: Roads throughout the mine were wet but generally in good condition. Ditches through out the <br /> facilities area are in adequate shape. Ditch E-2 continually needs sediment cleanout and shaping. This <br /> ditch has a relatively flat grade and collects runoff from the active ROM pile. As such,this ditch needs <br /> frequent maintenance. The ditch west of Zero-entry shaft has been cleaned of sediment and has been <br /> shaped to allow for designed flow. <br /> Access roads to Fish Creek Borehole, 6MN, and 18RT are in good condition prior to winter season. <br /> Ditches alongside 18RT access road have been cleaned of sediment and rock check dams have been <br /> reshaped. <br /> Haulroad B at the entrance to the Pond B area continues to collect a pool of water. It appears that some <br /> of this water is draining from the Truck load out loop. Flow onto the pond B access road needs <br /> additional sediment control prior to drainage to Foidel Creek. TCC has installed rock check dams in the <br /> ditch but these have filled with sediment quickly. Directing runoff off Haulroad B would improve the <br /> sediment control in this area. <br /> Support Facilities: The Stoker loading area expansion has been constructed as designed. <br /> The temporary"underflow storage"area in the previously approved location of low quality coal storage <br /> pile continues to dry. TCC will continue to allow this material to dry and then will place this material on <br /> the RDA. <br /> Grading of the south side of Wash Plant II continues to be needed. <br /> TCC will be implementing MR231, drilling of a borehole at the Zero-entry fan and waterline to Area 1 <br /> Pit. This new line will help keep the portal area drier and allow an alternative from pumping mine water <br /> at the portal. <br /> Hydrologic Balance: TCC continues to pump Mine water from 1 ORT to Foidel Creek via a 12"HDP. <br /> The discharge point at Foidel Creek is approximately where Foidel Creek flows under Routt County road <br /> No. 33. TCC reported two excursions in effluent discharge at COG-85-0048 outfall 001 in October. <br /> Both WET test and 30-day Iron failed to meet the effluent limits. TCC notified CDPH&E and DRMS as <br /> required. CDPH&E has TCC conducting accelerated WET testing for this discharge. TCC is <br /> investigating treatment options for this location. <br /> Ill.
