Reopening of the 9700 portal will consist of removal of the rock talus fill and installation of a <br />culvert, 36 inches in diameter and 30 feet in length; after which the rock talus fill will be <br />placed back into the portal opening, leaving the culvert as the only entrance to the Bulldog <br />9700 level. The culvert opening will be secured by a locked '/o-inch thick solid steel door. <br />The frame for the steel door will be welded to the culvert; hinges will be backwards-facing <br />and the locking mechanism will be protected by a steel `reach-under' box welded to the door <br />to prevent tampering and entry to the 9700 by unauthorized personnel. At no time will the <br />portal opening be left unattended until this work is completed. A photo of the portal area and <br />a cross-section of the proposed work are shown as Figures 2 and 3, respectively. <br />Other than the temporary (one day) removal and replacement of the talus fill, there will be no <br />disturbance associated with this project. There will be no new road construction or cross- <br />country travel required for this work, as access to the portal is via an established gravel & dirt <br />road located on both private and public lands. There will be no disturbance to the 9700 waste <br />dump, located below the 9700 portal, which has been successfully reclaimed. <br />At this time, the proposed work does not constitute final closure for the 9700 portal, as described <br />in Exhibit E (Reclamation Plan) of Permit No. M-1977-215, which calls for the portal to be <br />sealed from entry by the installation of steel or concrete gates, or bulkheads. <br />Enclosed is Rio Grande Silver's check no. 1041 in the amount of $175.00 as payment for the <br />Technical Revision application fee.
