This work is being proposed as <br />Technical Revision TR-14 to Permit No. M-1977-215. <br />Emerald Mining & Leasing LLC is the successor to Homestake Mining Company (Permit No. <br />M-1977-215, Revision No. SO-1). In May 2008, Emerald Mining & Leasing LLC received <br />approval from DRMS for Technical Revision TR-13 to Permit No. M-1977-215, which returned <br />the Bulldog Mine to active status. Emerald Mining & Leasing LLC consents to Rio Grande <br />Silver's application for Technical Revision TR-14. <br />Existing Conditions <br />The Bulldog Mine 9700 portal is located in the NW corner of Section 36, T42N, R1 W of <br />NMPM, Mineral County, Colorado, within `Permit Area A' as specified in Exhibit A (Legal <br />Description), and described in Exhibit D (Mining Plan), of Permit No. M-1977-215. The <br />9700 portal is situated on private ground owned by Emerald Mining & Leasing LLC. Figure <br />1 is a location map showing the portal site. <br />The 9700 portal was closed by Homestake Mining Company in 1992 as part of their <br />reclamation of the Bulldog Mine and related facilities. Closure consisted of backfilling the <br />portal with native material, primarily rock talus. <br />Proposed Action - TR-14 <br />Rio Grande Silver proposes to reopen the Bulldog 9700 portal in order to inspect the stability <br />of the underground workings and, if conditions warrant, examine the mine areas proximal to <br />the areas that are the focus of Rio Grande Silver's current surface exploration drilling <br />program, conducted under an approved Notice of Intent, File No. P-2008-037. <br />f//' ~ <br />.i C, <br />
