Section b) Permanent man made structures includes any fences, utilities, roads, etc. <br />that are within 200' of the proposed permit boundary. It appears that at <br />least CR 44 is within this distance. Please revise this section to include all <br />permanent man-made structures and their owners. This information is <br />also required in other areas of the permit and mapping. <br />Remaining sections in Exhibit B are adequate as submitted. <br />6.3.3 EXHIBIT C - Mining Plan <br />Section b) You have indicated that only six inches of topsoil will be salvaged and <br />stockpiled for site reclamation, however the information in Exhibit B <br />indicates that the upper nine inches of material would make good growth <br />medium. The Division recommends that the top nine inches of material at <br />the site be removed, stockpiled and maintained for use in reclamation. <br />This will insure that adequate material is available for topsoil replacement <br />on slope faces and across the site to a depth that will facilitate revegetation <br />and speed the final reclamation and release of the site. <br />Section c) You have not indicated the thickness of the overburden between the <br />topsoil to be salvaged and the material to be mined, or where this material <br />will be stockpiled. Please address this issue in the narrative and on the <br />mine plan map. If this material will be sold as product please indicate this <br />in the mining plan. Also, how will it be disposed of once mining is <br />completed (ie: used as backfill by placing against the remaining slopes <br />prior to topsoil placement, selling as a secondary product, etc.)? <br />Section f) This would be an excellent place to describe the relationship, if any, <br />between this proposed operation and the existing 111 permit area (M- <br />2004-014) immediately adjacent to the south of this permit. Most of the <br />figures submitted with this application indicate some degree of overlap <br />with this existing permit, or are vague about the boundaries of these <br />features. This issue will need to be clarified in this application and <br />included figures and also well marked on the ground to prevent any future <br />misunderstandings. <br />Section m) If any processing of materials or products is deemed necessary at the site <br />in the future, it will need to be approved through a Technical Revision to <br />the permit submitted to DRMS before it is implemented. <br />Other sections in Exhibit C are adequate as submitted. <br />2
