2. Rule 6.3.1(3) requires that the Location Map show the location of the affected land. <br />The Location Map shows the property boundary; please revise the map to show the <br />affected area. <br />6.3.2 EXHIBIT B - Site Description <br />3. The site description does not include a description of the vegetation in the area of the <br />proposed operation. This information may be obtained from the local office of the <br />Soil Conservation Service. Please submit a description of the vegetation in the <br />affected area. Also, please provide the Division with the depths of the horizons that <br />make up the soil profile for the affected area. This information may be found in a soil <br />report from the National Resource Conservation Service. <br />4. The proposed affected areas lie in between several intermittent streams. Therefore, <br />the Division requires that the Applicant provide any information available from <br />publications or monitoring data on flow rates, water table elevations and water quality <br />conditions. <br />6.3.3 EXHIBIT C - Mining Plan <br />The Mining Plan states that four inches of topsoil will be removed and stored on the <br />north sides of the excavated areas. However, the Mining Plan Map shows overburden <br />piles on the north sides of the excavated areas. Please clarify if this is topsoil or <br />overburden. If the Operator will remove and store overburden, specify the amount of <br />overburden to be salvaged. The Applicant should note that if they are planning to <br />stockpile both topsoil and overburden, they must be stored separate from one another. <br />In addition, the Mining Plan Map shows that the stockpiles are located outside of the <br />permit boundary. The stockpiles must be located within the permit boundary or the <br />permitted acreage must be increased to encompass the stockpiles. If the Applicant <br />chooses to increase the permitted acreage, it must be done through an Amendment to <br />the permit. <br />6. Please specify how the topsoil stockpiles will be stabilized. If the Applicant chooses <br />to stabilize the topsoil stockpile with a vegetative cover, then please specify the seed <br />mix to be used. <br />7. The Mining Plan indicates that dimensions of the pit will be 400 feet by 400 feet. <br />Please clarify that the maximum depth of the pit will be 30 feet. The Mining Plan <br />Map shows that the existing driveway leads to the northern pit. Please clarify how the <br />Operator will access the southern pit which does not have a road leading to it. If the <br />Operator is planning on constructing a road to the southern pit, the affected acreage <br />will have to be increased to include this road. Any increase to the affected acreage <br />would result in an Amendment to the permit. <br />8. The Applicant states that a berm with a swale ditch will be constructed on the <br />upstream side of the operation. Specify the dimensions of the berm and the swale
