Corrective Action from August 27th, <br />2008 Inspection Report. <br />Mr. Spady, <br />On October 23rd, 2008 the Division received your letter dated October 15th, 2008 regarding the <br />Corrective Action outlined in the August 27th, 2008 Inspection Report for the Aldrich Pit, DRMS <br />File number M-1983-109. Thank you for your response to the Corrective Action, however the <br />removal of the topsoil pile was not the corrective action required for the problem cited in that <br />report. <br />According to the approved reclamation plan, "Nine to twelve inches of material will be removed <br />and stored for reclamation purposes. In the event that the actual top depth exceeds these depths, <br />the actual amount of top soil will be removed and stored". It also states that the topsoil piles will <br />be stabilized with several species of grasses outline in the reclamation plan. <br />Based on our telephone conversation, you indicated that the county could import topsoil for <br />reclamation. This must be included in the current approved mining and reclamation plan through <br />a Technical Revision. By December 1S`, 2008, submit to the Division a Technical Revision to <br />change the approved mining and reclamation plan. The fee for a Technical Revision is $216.00. <br />For the Technical Revision submit a narrative committing to importing topsoil into the site in the <br />amount necessary to reclaim the affected area to the specifications of the Reclamation Plan. <br />Calculate how much topsoil is currently stockpiled on the site if any. Based on the reclamation <br />plan, the county was supposed to salvage and stockpile between 11,737 to 15,649 cubic yards of <br />topsoil. If any topsoil remains stockpiled on the site please determine how much topsoil needs to <br />be imported to spread 9-12 inches of topsoil on the entire affected area. Within the narrative, <br />state specifically the amount of topsoil that is stored on the site presently and how much will be <br />imported.
