small pit dug into the creek bed. Is this pit what is considered the "Work Basin", please <br />explain the purpose of the "Work Basin". Please submit a diagram of the "Work Basin". <br />What are the dimensions of the "Work Basin", how wide, long and deep is the basin. <br />Will the "Work Basin" size and location change through time and if it will, please explain <br />this operation. In regards to the "inlet and outlets", what is their purpose? Please explain <br />the following statement from the submitted Revision, "Use the natural stream channel <br />where possible for inlets and outlets of the work basin. The inlet and outlet are on <br />opposite ends of the basins and are channeled or blended into the natural stream <br />channel." It is unclear what this statement is describing. Please describe how the <br />excavation will impact the creek bank slopes. Please describe how the mined sand and <br />gravel is stored on site. <br />2.) The reclamation plan needs to be a narrative that describes how the land will be restored <br />to the current approved post mine land use. The Division understands that the nature of <br />the site and why it should not call for an extensive reclamation plan. However, the creek <br />needs to function as a creek at the closure of the mining operation. Please explain how <br />the "Working Basin" will be reclaimed once extraction of the sand and gravel ends. How <br />will these basins be back filled and graded? Submit a drawing of what the "Working <br />Basin" will look like when extraction has ceased at the site. If the creek banks are <br />disturbed during the mining and reclamation operation, describe how they will be <br />restored and stabilized? Will the grass seed mix remain the same from the original <br />permit application? How, and at what time of the year will the grass seeds be planted? <br />Please describe how the disturbed soils will be prepared for planting. It states in the <br />Revised Reclamation Plan submitted in the October 15f, 2008 that saline tolerant <br />willows will be "planted around the inside slopes of the pit". What species of willows <br />will be planted? Why are the willows only being planted along the inside portion of the <br />pit and not elsewhere on the site? It may be helpful to plant willows along the creek <br />banks and slopes to help anchor the slopes to prevent excess erosion in the future. Please <br />state how many willows per acre will be planted, and where they will come from? Will <br />the willows be bare root seedlings or larger containerized plants? Please submit a weed <br />management plan. During the site inspection, many tamarisk trees were observed on the <br />site. Please describe how tamarisks and other weed species will be monitored in the <br />future and how they may be treated to control their spread. Please describe how the trail <br />leading to the site from the county road and the area under the Sand and Gravel <br />Stockpiles will be revegetated. <br />3.) The current Mine Plan Map and the map that was submitted in the October 15"', 2008 <br />letter do not adequately display the mining operation. The permit boundaries are <br />delineated on the current map, please indicate where the field boundary markers are <br />located on the map. Please display the current "Working Basin" on the map, this could <br />be hand drawn. If the location of the "Working Basin" will change through time please <br />indicate where the basin will be located in the future. Please display the trail leading to <br />the site from the county road. Please display where the present and future sand and <br />gravel stockpiles will be located. Please label the owner(s) of record of the surface of the <br />affected area and of the land within 200 feet of the affected area. Please display and label <br />all the structures (roads, buildings, fences etc.) within two hundred feet of the affected <br />area, and indicate who owns these structures. <br />4.) There is not a current Reclamation Plan Map on file for this site. This map will need to <br />display how the entire permit area will look once the extraction activities have ended and <br />when reclamation of the site is complete.
