EXHIBIT E <br />Reclamation Plan <br />Design Intent <br />This site will be mined and reclaimed to create a diverse, stable and sustainable <br />environment. There are significant opportunities to enhance wildlife habitat and the natural <br />aesthetics of the Cache La Poudre River riparian corridor along the southern boundary of <br />the currently permitted property. Mining operations adjacent to the corridor have <br />maintained appropriate setbacks to protect this area, and the majority of mining adjacent to <br />the corridor has been completed and reclaimed to wetlands. Additionally, Aggregate <br />Industries (AI) is currently undertaking a revegetation plan to re-establish native grasses <br />and enhance the undisturbed riparian zone. This reclamation plan is designed to further <br />accommodate these opportunities. <br />While no revisions to mining of the currently permitted property are proposed, reclamation <br />of portions of the currently permitted property has been revised to eliminate originally <br />proposed clay lined water storage reservoirs. Due to shallower depths of aggregate <br />resource and lack of sufficient clay materials on site, the originally proposed reservoirs are <br />no longer considered feasible for water storage. The revised plan provides for a <br />combination of open water ponds, wetland and upland pastures. Creative use of materials <br />generated by mining and processing operations enhance and compliment the existing <br />riparian corridor. Silts and excess overburden are being used to form diverse wetlands. <br />Excess overburden will be used to vary the shape and slopes of the unlined ponds. Native <br />and adaptive plantings and ground covers will be used to restore and enhance all areas <br />disturbed by mining activities. <br />As shown on Exhibit C Mine Plan Map, the southern portions of Cell 3 have been <br />reclaimed to wetland. Wetland creation will continue to the north of these reclaimed areas <br />as sedimentation ponds are filled with process fines to elevations appropriate to support <br />wetland vegetation. An upland area has been backfilled along the east boundary of Cell 3, <br />and the remainder of Cell 3 will be open water pond with backfilling and sloping around the <br />perimeter to create an undulating shoreline. Cells 2 and 5 will be reclaimed in the same <br />manner as Cell 3. Created wetlands may be used for wetland mitigation banking credits in <br />accordance with a letter of intent acknowledged by the Department of Army Corps of <br />Engineers, Omaha District, Denver Regulatory Office (copy of March 22, 2004 letter <br />included with this Exhibit E). <br />Cell 4 amendment properties will be reclaimed to either an open groundwater pond or lined <br />for a water storage reservoir with a stable vegetated shoreline around the perimeter. If <br />Cell 4 reclamation is to be a sealed water storage reservoir, a technical revision for such <br />reservoir will be filed with the Division for its review and approval prior to construction. <br />Site reclamation measures are illustrated in Exhibit F Reclamation Plan Map, and the <br />estimated acreage for each proposed reclaimed use appears in a table on that map.
