Cattany <br />Division Director <br />Natural Resource Trustee <br />Western Fuels-Colorado (WFC) has submitted, an application for TR-58 to the New <br />Horizon Mine permit. The application was received by the. Division on l0-Sep-2008, and <br />determined to be Complete on 18-Sep-2008. <br />The following items were included in the original application package for TR-58: <br />• Section 2.05.4(2)(e) - Revegetation, pages 1 - 53 <br />• Attachment 2.05.4(2)(e)-1 - NRCS Soil Interpretation Record, pages 1 - 9 <br />• Attachment 2.05.4(2)(e)-2 - Estimated Yields from 1 st Cutting, pages 1 - 6 <br />• Attachment 2.05.4(2)(e)-3 - NRCS Letters, pages 1 - 3 <br />• Attachment 2.05.4(2)(e)-4 - Location Maps of Reference Areas, pages 1 - 3 <br />• Attachment 2.05.4(2)(e)-5 - Airport Reference Areas Agreement, pages 1 - 13 <br />• Attachment 2.05.4(2)(e)-6 - Summary Tables of 2007 Sampling for Production <br />and Cover, Irrigated Pasture Reference Area, pages 1 - 9 <br />• Map 3.02.2-6 - Irrigated Pasture Bond Release Map - New Horizon 2 Mine Area <br />• Map (no number) - Irrigated Pasture Reference Area - New Horizon 2 Mine Area <br />Section 2.05.4(2)(e) and each of the six Attachments were completely re-printed, stand- <br />alone sections, making comparison of the TR-58 application package with the currently <br />approved permit cumbersome for the Division; it was not immediately clear which <br />particular portions of the permit were .being proposed for revision. <br />During its initial review of the application package, the Division noted that the text had <br />been revised in ways that exceeded the stated purpose of TR-58, i.e. changing the <br />Office of Office of <br />Mined Land Reclamation Denver • Grand Junction • Durango Active and Inactive Mines
