' III. COMMENTS - COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made <br /> during the inspection. Comments also describe any enforcement actions taken during the inspection <br /> and the facts or evidence supporting the enforcement action. <br /> Creek Pit area, along with areal seeding and liming of the spoil areas that were regraded. There was no <br /> water impounded in the old pond site at the time of the inspection. Channel PL-1 appeared to be in <br /> good condition, and fair to good initial establishment of seeded grasses, legumes, and rabbitbrush was <br /> noted on the remedial slope treatment areas. Progress of vegetation establishment on the slopes and <br /> surface drainage functioning in this area will continue to be monitored. <br /> Topsoil <br /> Topsoil replacement had recently been completed in the solid waste disposal/"land farm"area in the PM-10 <br /> watershed, which was excluded from the SL-3 bond release request. The topsoiled area, along with the graded <br /> former topsoil stockpile location nearby, which was the source of topsoil for the project, were scheduled to be <br /> drill seeded shortly. <br /> Revegetation <br /> Vegetation establishment was not closely evaluated, with the exception of observations described previously for <br /> the old Wolf Creek spoils area. Refer to the SL-3 bond release inspection of 8/18/08 for discussion of <br /> revegetation success evaluation. <br /> Wildlife <br /> Several mule deer and a pair of golden eagles were observed in and adjacent to the old Wolf Creek Spoils area. <br /> 5 <br />
