The following topsoil balance modifications were recorded during the 1989 field season.
' Topsoil was replaced on 49.7 acres of final graded spoil and removed from 48.6 acres
ahead of the active pit. The 1989 disturbance area that requires topsoil replacement
increased by 10.1 acres compared to the 1988 field season. The increased disturbance area
is attributable to measurement errors carried over from previous reports or photo
distortion.
Topsoil will be removed from 131 .0 acres from January 1, 1990 through 1997 within the
' permit area. Topsoil was removed from 48.6 acres from January through December 1989. The
disturbance area requiring topsoil removal was increased by 24.8 acres upon approval of
' Technical Revision No. 17 on November 13, 1989. The projected topsoil salvage area was
reduced by 23.2 acres along the Wolf Creek recovery line in Section 2. The limit of
mining disturbance was revised to coincide with the fence which divides the mining area
from the reclaimed pasture.
' The 1988 Topsoil Balance Plan Map was revised to incorporate the aforementioned minor
disturbance modifications related to topsoil salvage and redistribution. The disturbance
' and topsoil stockpile location information was not transferred to a new topographic base.
There are 888.5 acres of land that is or will be disturbed by mining which will receive
replaced topsoil from January 1, 1990 through 1999 (final reclamation year, Seneca II
Mine, Exhibit 13-2, Reclamation Plan). As of December 31, 1989, there were 602.3 acre
' feet of stockpiled topsoil and 277.5 acre feet of soil remaining to be salvaged. By
dividing the number of acre feet available topsoil (879.8) by the number of acres of
projected disturbance (885.5), it is estimated that 1.0 feet of suitable topsoil will be
replaced.
The topsoil replacement depth (0.99 feet), determined from the 1989 annual topsoil
balance, is approximately equal to previous projected topsoil replacement depths
' determined in July 1984 (1 .01 feet), August 1986 (0.97 feet), January 1988 (1 .06 feet) and
April 1989 (1.04 feet).
Topsoil Replacement Technique
' Topsoil replacement areas for the 1989 field season are shown on Exhibit 1 , Topsoil and
Spoil Monitoring Map, 1989 Field Season. Historical topsoil replacement areas for the
1977 through 1988 field seasons are shown on Exhibit 3, Chronological Topsoil Replacement
' PEABODY COAL COMPANY
8 Western Dlvlslon
