The updated soil resource information is based upon the <br /> ' December 31, 1989 monthly reclamation progress map and disturbance lines, the existing <br /> Seneca II Mine Operations Plan (Exhibit 12-1, dated 10/26/89), the topsoil replacement <br /> areas outlined on Exhibit 2, Topsoil Balance Plan-1989 Field Season, and the volumes of <br /> topsoil contained in stockpiles. <br /> Soil to be Salvaged. Topsoil salvage areas for the remainder of Seneca II Mine are shown <br /> on Exhibit 2. Topsoil salvage areas were determined from the ahead-of-mining salvage <br /> line extracted from the 1"=400' scale December 31, 1989 monthly reclamation progress map <br /> provided by the Seneca Mine Engineering Department, a 1"=400' scale October 10, 1989 black <br /> and white aerial photograph, on-site field checks, and the Seneca II Mine Operations Plan <br /> (dated 10/26/89). Soil map unit areas. are presented on the baseline soil map, Exhibit <br /> 9-1, Soil Types and Sample Locations (dated 5/13/88). <br /> Soil types, topsoil salvage areas, topsoil salvage depths, and disturbance areas for the <br /> 1 remainder of Seneca II Mine, are shown in Table 6. The topsoil salvage depths are <br /> identical to those utilized for the Third Annual Topsoil and Spoil Monitoring Report. It <br /> ' is projected that 277.5 acre feet of soil remain to be salvaged within the permit area. <br /> Stockpiled Soil . All existing topsoil stockpile locations (16 total) are shown on the <br /> enclosed Topsoil Balance Plan, Exhibit 2. Topsoil stockpile volume information is <br /> contained in Table 7. There has been no change since January 1, 1988 in the volume of <br /> ' topsoil at 14 stockpile locations (A, E, 0, P, T, X, Z, AA, BB, EE, HH, II, KK, and LL). <br /> During the past year, two new topsoil stockpiles, JJ and 00 were established on regraded <br /> spoil in the Wolf Creek mining and reclamation area. Approximately 602.3 acre feet of soil <br /> were stockpiled as of December 31 , 1989. <br /> Soil Replacement Depth. The 1989 soil volume budget is calculated for Seneca 11 Mine by <br /> ' comparing the disturbance area (as of December 31, 1989) with the soil reserve in <br /> stockpiles and soil to be salvaged ahead of mining. The disturbance area shown on the <br /> Topsoil Balance Plan Map, Exhibit 2, was determined from the December 31, 1989 Monthly <br /> ' Reclamation Progress Map, the 1988 Topsoil Balance Plan Map, the October 10, 1989 black <br /> and white 1"=400' scale aerial photograph, and on-site field checks.
