III. COMMENTS - COMPLIANCE
Below are comments on the inspection. The comments include discussion of observations made during
the inspection. Comments also describe any enforcement actions taken during the inspection and the
facts or evidence supporting the enforcement action.
TCC has been cleaning sediment from ponds throughout the mine site. Ponds that have been cleaned
include pond B, the south cell of pond E, the west cell of Waste treatment ponds, and the B-O-B sump
south of pond B. Sediment cleaned from the ponds is being placed in the temporary Underflow material
storage location. Pond F was dry.
The NW B-O-B ditch has been cleaned out and rock check dams re-established. Visual markers may
assist the dozer operator in seeing the limits of the pile. Ditches alongside the.RR south of pond B have
been cleaned of sediment and appear to be functioning well.
TCC has begun construction to the 6MN reservoir(TR61). Topsoil salvage is occurring and topsoil
stockpile is being constructed alongside the 6MN access road as approved. A dozer was ripping
foundation material at the embankment location. The construction of 6MN pond appears to be in
accordance with the approved plans at this stage of the operation. The 6MN waterline is buried along the
east side of the reservoir footprint.
' r
Topsoil salvage at 6MN reservoir..............................................western expansion of RDA
Processing Waste: TCC is filling up the southern and central portions of the RDA. Refuse piles are
being end dumped along the west active area. TCC plans to expand west of the current RDA road to the
approved western limits of the pile. This westward expansion will require moving of a powerline,
construction of a temporary roadway and removal of cover material. The area had previously been
stripped of topsoil. TCC is preparing to cover the north slope of the RDA. The SE slope of the RDA
has been graded as well. TCC anticipates submittal of a revision to the RDA to the east. This revision
has not been received by the Division yet. TCC needs to operate a water truck on the RDA today due to
dust.
Topsoil: TORT topsoil pile is in the process of being shaped during the inspection. Seeding of this
topsoil pile and the 6MN reservoir pile will be needed this fall. 6MN topsoil stockpile still shows sign of
healthy Canada thistle infestation. This area still needs additional weed control.
Fish and Wildlife: Pronghorn were observed throughout the mine site. Minnows were observed in Pond
B.
4 of WHITE -File YELLOW-Operator PINK-Specialist
