WzG <br />SUMMARY OF MINUTES <br />MINED LAND RECLAMATION BOARD MEETING <br />,/VI - Zook'-o/ 7 <br />-1o/%/o-9 <br />Tb ; 40/ M,5 <br />The Board Meeting was called to order on Wednesday, October 15, 2008, at 1313 Sherman Street, <br />Room 318, Denver, Colorado. The following members were present: Harry Javernick-Chairman, <br />Catherine Kraeger-Rovey, Barbara Green, Mike King. Ira Paulin, Ray Peterson, and Jim Amick <br />attended by telephone. The following people were present for the Division of Reclamation Mining and <br />Safety: Ron Cattany, Tony Waldron, and Sitira Pope. Roxane Baca, Esq., and Jillian Allison, Esq, of <br />the Attorney General's Office were present representing the Board. Also present was Petina Falk, <br />Registered Professional Reporter. <br />1. <br />2. <br />3. <br />4. <br />Approval of September 2008 Summary of Minutes: The September 2008 Summary of Minutes <br />was approved with a minor correction for a typographical error. <br />Continuances and Withdrawals: (No Items were submitted for Continuances and <br />Withdrawals) <br />Consent Agenda... (No Items were submitted for the Consent Agenda for October 2008) <br />EDO Report: <br />a) Oil and Gas Rules: Mr. King said the oil and gas rules are moving towards completion. He <br />said the provisional votes have been completed for a majority of the rules. Mr. King said <br />there are a few issues for which working groups will be established to refine over the next <br />year. He believes there may be a final vote in the next month. <br />b) Roadless Rule: Mr. King said it does not appear the Roadless Rule will not be completed <br />before the end of the current federal administration. He said the draft rule has been <br />distributed, and the DNR will be providing comments as soon as the public comment period <br />has ended. <br />Director Report: <br />a) Roxane Baca/Jillian Allison: Mr. Cattany announced the resignation of Ms. Baca as the <br />Board's attorney, and he introduced Ms. Allison as the Board's new attorney. <br />b) Board Appointments: Mr. Cattany said the reappointments and new appointments have <br />been completed for the Board of Coal Mine Examiners. He said Mr. Javernick's and Ms. <br />Kraeger-Rovey's terms are expiring and expressed his desire that both members seek <br />reappointment. <br />c) Climax Mine: Mr. Cattany said he is unsure of the meaning of the article in the newspaper <br />titled "Climax Mine Owner Cuts," but it may be associated with the dropping commodities <br />prices and Freeport McMoRan's announcement of cutting back on some of their operations. <br />d) Oil Shale: Mr. Cattany said the Division is working with the Governor's office, the Health <br />Department, and the DNR on the consistency review for the preliminary environmental <br />impact statement and the draft rules and regulations for the federal commercial oil shale <br />program.
