EXHIBIT E - RECLAMATION PLAN (6.4.5) <br />As the characteristics are the same, the Reclamation Plan (Exhibit E) from the <br />original permit and subsequent amendment applications will be employed in the <br />amended mining area. The types of reclamation proposed for the amended area <br />will vary dependent upon whether subsurface water is encountered as has been <br />observed in the existing mined area in the center and southern sections of the <br />property. It is anticipated that mining in northern sections of Phases 4 and 7 will <br />not encounter subsurface water and will be reclaimed as pasture/ rangeland. The <br />following describes the proposed type of reclamation for each of the Phases <br />within the amended area: <br />(2) (a) Phase 2 -This phase, formally referred to as Phase II in earlier <br />permits, was removed from the permit in an acreage reduction request in <br />2005. Reclamation of this phase will involve those steps as described in <br />the original permit (Exhibit E) in terms of water storage. Final pond slopes <br />will not exceed 3:1 (H:V). Pond slopes will be re-seeded as described in <br />the original reclamation plan. <br />Phase 4 - Mining of this phase will involve the expansion of the <br />existing pit in Phase 1 to the eastern amended permit boundary of Phase <br />4. It is projected that the pit floor of northern portion of Phase 4 will remain <br />above the level of subsurface water. Pit floor grading of this section will be <br />performed such that it matches the contours of the southern portion of <br />Phase 6. While Phase 6 has not been fully mined out, it is anticipated that <br />this area will be reclaimed as pasture/ rangeland. Reclamation of the <br />southern section of Phase 4 will result as an extension of the existing <br />Phase l pond. <br />Phase 7 - As with Phase 4, Phase 7 will be reclaimed as pasture/ <br />rangeland in the northern half and as Phase 1 pond expansion in the <br />south. <br />Phase 3 - The area depicted on Exhibit C and F to the east of the <br />existing pond in Phase 3 (3.5 acres) is within the current permit boundary. <br />(2) (d) To further mitigate the impacts of the continuation of mining activity <br />on the site, the Applicant proposes to construct a "landscaped berm" along <br />and within the eastern existing and amended permit boundaries. The <br />intent is to utilize the available topsoil to construct the berm as shown on <br />Exhibit C-2. The berm will be built as each adjacent phase is prepared <br />(stripped) for mining activity. The topsoil material will be kept organically <br />viable as the berm will be vegetated with a combination of grasses, forbs, <br />shrubs and trees.
