Exhibit 19 <br />Reclamation Cost Introduction <br />Rule 3.03.1(2) limits the amount of bond that can be released through a specific schedule, <br />generally described as no more than 60% for backfilling and grading, 25% for topsoiling <br />and reseeding, and the final 15% when all reclamation has been completed, minimum <br />revegetation time periods have been met, revegetation standards have been achieved. <br />The enclosed cost estimate reflects the Divisions estimate of the amount of bond <br />necessary to complete the reclamation plan after approval of Surety Release No. 6 (SL- <br />06). This estimate meets the requirement of Rule 3.03.1(3)(d) that states that the <br />Division must not release any amount of performance bond that would reduce the total to <br />an amount less than what would be required to complete the remaining reclamation. <br />In the case of the Golden Eagle Mine, following approval of SL-06, the only remaining <br />lands in the permit area and under bond will be the 1.2 acres at the NW-1 ventilation <br />shaft area. This area was the subject of a Phase I bond release (60%), Surety Release No. <br />4 (SL-04), which reduced the bond at this area by the maximum allowed by Rule <br />3.03.1(2)(a), or sixty(60) percent. <br />Therefore, as a result of SL-06, the Division must retain the following bond amount to <br />comply with Rules 3.03.1(2)(a) and 3.03.1(3)(d). <br />$21,845.00 Direct costs for tasks 1, 2, 3, 4, 9, and 10. <br />$ 5134.00 Indirect costs for above <br />$36,534.00 40% of total original direct costs at NW-1(post Phase I SL-04) <br />$ 8586.00 Indirect costs share of 40% above <br />$72,099.00 Required amount of bond to be retained post-approval of SL-06. <br />The following page (Intro 1 b) is retained to track original costs associated with <br />reclamation at the NW-1 ventilation shaft site.
