increase in coarse fragment content, which mine foremen and equipment <br />operators will be trained to recognize. <br />• Narrative further states that additional suitable subsoil below lift B (i.e. <br />Bench 1 material) would be salvaged when present, and would be replaced <br />as subsoil over graded spoil, to provide a combined suitable material <br />replacement thickness (combined mixed lift topsoil and suitable subsoil) <br />of 48" on Benson and Lloyd properties and 44" on WFC property. <br />• Amended Table 2.04.9-6 appears to be reasonably consistent with <br />pertinent narrative and maps. <br />Item Resolved. <br />24. In this item, the Division requested the operator to amend narrative in Section <br />2.05.4(2)(d), regarding non-prime farmland soil salvage, to be consistent with <br />narrative on the same topic in Section 2.04.9, and to clarify how the bottom of the <br />mixed lift topsoil salvage layer would be defined for field salvage operations. <br />There was an apparently erroneous page reference in the Division's adequacy <br />comment, but amended narrative in Section 2.05.4(2)(d), page 2.05.4(2)(d)-20, <br />with regard to non-prime farmland soil salvage is now consistent with pertinent <br />narrative in Section 2.04.9. Item Resolved. <br />28. In the initial review, the Division noted that, under Item 1, on page 2.05.4(2)d)- <br />19, narrative stated that minimal winter topsoil stripping would occur. The <br />Division requested clarification regarding situations that might warrant topsoil <br />stripping from November through March, and requested that the operator specify <br />that soil stripping and replacement operations would not be conducted if surface <br />soils are frozen or saturated. <br />On amended page (d)-21, narrative states that wet areas will be de-watered and <br />allowed to dry prior to salvage. On amended page (d)-22, narrative states that <br />there will be only minimal winter stripping of topsoil and that winter topsoil <br />stripping will be limited to "infrequent times when the ground is frozen slightly <br />and some topsoil material will have to be moved to keep the mine in operation". <br />Further narrative on the same page indicates that any saturated soils would be <br />drained prior to stripping. On page (d)-30, amended narrative indicates that <br />"topsoil will not be handled when saturated either during the initial stripping, re- <br />spreading, or final grading". <br />Please provide additional clarification regarding winter topsoil stripping on <br />amended page (d)-22,. to clarify that topsoil stripping would not be conducted <br />if soils are frozen to the extent that soil physical characteristics are negatively <br />impacted or proper lift separation and salvage are compromised. <br />30. The Division noted that the narrative under the Topsoil Storage heading in <br />Section 2.05.4(2)(d) made reference to "topsoil balance shown in Table <br />2.05.4(2)(d)-3", and further noted that this reference was apparently in error, and
