<br />The I Oyr-24 hr rain event for this area is 2.9' ; the 25 yr-24 hr event is 3.4". Based on <br />rain gauge data and personal observations, the mine operator believes that the site <br />experienced a rain event exceeding the 10 yr-24 storm event on August 16, 2008. <br />Damage to most if not all Excess Spoil Fill down drains happened as a result of this storm <br />event. The event was enhanced by already existing saturated soil conditions from earlier <br />rainfall events during the same month. The operator is investigating the extent of <br />repairs/enhancements to the down drains that will be required to repair and further <br />stabilize their construction. <br />The operator is currently surveying damage to the individual down drains and will keep <br />the Division informed of plans for each down-drain system as plans are completed. <br />Changes to down drain designs will be reviewed by a Professional Engineer and <br />submitted to DRMS with as-constructed drawings where appropriate. <br />The majority of the work can be completed with the operator's excavator. Prior to <br />beginning work the undercarriage needs to be rebuilt to insure safe operations on the <br />steep Spoil Fill slopes. The parts have been ordered and the repairs are expected to take <br />1-3 days upon receipt of the parts. NECC expects to be on-site and working at Lorencito <br />by the first of October. This timing will allow for surface conditions to dry-out and plans <br />to be completed prior to beginning work. <br />Other final reclamation work and maintenance will also be completed while the operator <br />is on-site.
