III. COMMENTS -COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made during <br /> the inspection. Comments also describe any enforcement actions taken during the inspection and the <br /> facts or evidence supporting the enforcement action. <br /> This was a partial inspection conducted by Janet Binns of Colorado Division of Reclamation, Mining <br /> and Safety. Upon arrival to the mine site the gate was locked. The inspector unlocked it and drove to <br /> the site. No mine personnel were on site at the start of the inspection. During the inspection Mr. George <br /> Patterson of Energy Fuels Coal Company arrived on the site. He accompanied a portion of the <br /> inspection,then he continued on with using a road grader to clean sediment from a ditch adjacent to the <br /> access road to the reclaimed refuse pile. The weather was warm and dry. No recent rains had been <br /> reported in the area. <br /> Roads: The access road was maintained and traversable. The access road to the RDA had waterbars cut <br /> into the roadway. These cuts were proving effective in directing water to the ditch. Access road around <br /> the RDA remained in reasonable condition. <br /> Hydrologic Balance: Pond 5 was holding water but not discharging. Pond 4 was dry. <br /> Southfield Pond 4 <br /> Ditches throughout the mine site appear to be functional. EFC representative, George Patterson, was <br /> cleaning and dressing up ditches in preparation for winter months during the inspection. <br /> Revegetation: Vegetation establishment on the RDA is very good. Cover and diversity visually look <br /> very good. Shrub plantings around pond 4 are surviving fairly well despite browsing pressure. <br /> Vegetation throughout to facilities area reclamation was looking very good, with good cover and <br /> diversity. Although some of the shrub transplants show signs of stress, most appear to be recovering and <br /> continuing to have green needles and leaves. Rabbit brush throughout the site was doing very well and <br /> blooming. 4-Wing saltbush was prevalent and healthy. Warm season grasses, Side-oats grams and Blue <br /> grams were looking very good with robust production. <br /> The Russian knapweed patch by the facilities parking area was effectively controlled. One individual <br /> Knapweed plant in this location appeared to be surviving. Mr. Patterson noted its location. <br /> 3 of WHITE-File YELLOW-Operator PINK-Specialist <br />
