Transportation <br />18. The Operator and the USFS will conduct a pre-use road condition assessment for affected USFS roads. <br />19. Any project-related damage to any roads must be repaired as soon as possible to avoid adverse impacts on other <br />authorized road uses in the GMUG National Forest. Repairs will be made under agency specifications and <br />terms in the Road Use Permit. <br />Hazardous Waste <br />20. The Operator shall take all reasonable precautions to prevent any dumping or spilling of oil or hazardous <br />material on national Forests System lands, and shall take appropriate preventative measures to ensure that any <br />spill of such oil or hazardous materials shall be immediately picked up and removed from National Forest <br />System lands. Used oil resulting from the servicing or repair of equipment shall not be buried on national <br />Forest System lands, and shall be removed and disposed in a designated city, county, or State disposal site or <br />recycling facilities. <br />21. All releases of any substance to soil or water would be immediately reported to ELM and USFS Compliance <br />Officers as outlined in SG submitted Spill Prevention and Control Plan. Containment of the spill will occur <br />immediately, clean up of a spilt will occur as soon as practicable and proof of cleanup provided for the record. <br />Health and Safety <br />22. To further facilitate coordination with local emergency services, Bowie would provide mapped locations of the <br />proposed well sites, including UPS location (latitude/longitude) to the Federal agencies with responsibility for <br />drilling activities. A courtesy copy will- be provided to the respective emergency services personnel, as <br />applicable, in advance of any exploration drilling activities. <br />23. Bowie is responsible for using appropriate MUTCD traffic control devices when any heavy equipment is moved <br />on Forest Roads. SG will post warning signs, at locations designated by the USFS, to warn the public of <br />increased traffic on roads resulting from project activities. Additional security and public safety measures may <br />be considered and approved or directed by the District Ranger. <br />24. The Operator will comply with any fire restrictions in effect at the time of proposed operations. The Forest <br />Service reserves the right to suspend operations during periods of high fire potential. Forest Service will <br />provide SG as much advance notice of anticipated closure orders as possible. <br />25. The Operator will have ability to contact emergency services, including Montrose Interagency Fire Dispatch <br />at all tithes. Fire prevention measures tar all equipuicnt will be hi place prior to operations. The Operator <br />will have water available, and provide a means for pumping for fire suppression. Fire extinguishers, at least <br />5 lbs., ABC with an Underwriters Laboratory rating of 3A-40BC, or greater, will be on or near each internal <br />combustion engine. <br />26. All gasoline, diesel, and steam-powered equipment must be equipped with effective spark arresters or <br />mufflers. Spark arresters must meet Forest Service specifications discussed in the "General Purpose and <br />Locomotive (GP/[.) Spark Arrester Guide, Volume 1, April, 1988"; and "Multi -position Small Engine <br />(MSE) Spark Arrester Guide, April, 1989". In addition, all electrical equipment must be properly insulated <br />to prevent sparks. <br />27. Bowie will be held responsible for damage and suppression costs for fires started as a result of operations to <br />the extent permitted by state and federal law. Fires must be reported to the Forest Service as soon as <br />possible.
