9. Temporary roads and drill pads will be designed to minimize erosion and sedimentation. Pad sites will be <br />sloped to drain spills and on-site precipitation into the mud pits. The Licensee will be responsible for <br />controlling sediment on the drill pads and roads. Sediment control devices will be used and may include <br />(but not limited to) native materials (e.g. vegetative slash), silt fence, straw bales and/or wattles. <br />Veeetation <br />10, Prior to mobilizing onto National Forest System lands, all equipment will be washed and cleaned to prevent <br />spread of noxious weeds. <br />11. Bowie will be responsible for controlling noxious weed infestations on all NFS project disturbance from the <br />date of discovery up to the point of the release of the reelarnation bond and associated reclamation liability. <br />Any herbicides used must be L'-PA approved and will be applied at the recommended rates. <br />12. Operator will reseed disturbcd soils by the end of the first growing season. Reseedingwill be completed using <br />the followine certified weed free seed mixture: <br />rV <br />C <br />Habitat type Elevation Species Lbs/acre L5 % or Mixture <br />Mountain Shrub 7-8,000 Mountain Brome ass <br />Prairie rune ass 4 <br />3 20 <br />15 <br /> Western wheat ass 4 20 <br /> Indian Rice ass <br />Roc!Sy Mountain Fescue 3 <br />3 15 <br />15 <br /> Bluebunch wheat ass 3 15 <br /> Total 20' 100 <br />0 <br />7 <br />U% <br />rr ; <br />The above seed mixes will also include a mix of native forbs from the following list: Coreposis lancelota, L inus <br />argentus, Phlox drummondii, Thermopsis Montana, Penstemon stricrus, Vicia americanus, Achillea millefolium var. <br />occidentalis (at a very low rate), Aster chilensis, Erigeron speciosus, ,Eriogunum umbellatum or Geranium <br />viscosissimum. <br />The precise forbs to be included will be prescribed on a case-by-case basis, as the particular site conditions dictate. <br />At least 3 forb species will be included in each mix. <br />The seed mix must be 99% pure live seed and be weed free. <br />13. Reclamation efforts will be diligently pursued to insure that a minimum of ground cover is established on all <br />disturbed areas; a minimum 80% of the surrounding undisturbed areas. <br />14. Thc operator will be responsible for controlling noxious weed infestations on all NFS project disturbance <br />areas from the date of discovery up to the point of release of the CDMG reclamation bond and associated <br />reclamation liability. Any herbicides used must be USFS approved and will be applied at the recommended <br />rates by a certified applicator in compliance with Statc laws. <br />Land Use and Recreation <br />15. To avoid conflicts with hunter use in the area, mobilization or demobilization of drilling equipment and <br />fracing units will not be allowed on Thursday, Friday, Saturday and Sunday of the opening weekends of the <br />first big game rifle season and the second big game rifle season. <br />16. After no longer needed for mine operations, all project roads and drill pads will be reclaimed through <br />obliteration, seeded, and blocked to prevent unauthorized motorized access. <br />17. The Operator will be held responsible for all damage to fences, cattle guards, resource improvements, <br />roads, and other structures on NFS lands that result from their operations. The Forest Service must be <br />notified of damages as soon as possible.
