The revision was received on September 17, 2008 and called <br />complete for review on September 18, 2008. The decision date for TR03 is October 18, 2008. <br />Please be advised that if you are unable to satisfactorily address any concerns identified in this <br />review before the decision date, it will be your responsibility to request an extension of the <br />review period. If there are outstanding issues that have not been adequately addressed prior to the <br />end of the review period, and no extension has been requested, the Division will deny this <br />revision. <br />This revision (TR03) was submitted concurrently with a request for a partial bond release for the <br />20% bond option for the slurry wall around the Golden phase area. This wall has been recently <br />approved by the State Engineer's Office. Because this is just a partial release request associated <br />only with the 20% bond option for the Golden phase slurry wall and not a total acreage release, <br />and the fact that additional bonding will be required for the next three phases addressed in TR03, <br />the Division will consider both of these issues as part of TR03 and not separately so that only one <br />bond adjustment will be required. <br />The Division has only minor comments that require addressing at this time on TR03. Because no <br />new technical specifications were submitted with TR03 for the slurry walls to be constructed <br />around the Parker-Panowicz, Swingle North, and Swingle South areas, please commit that <br />specifications and practices will be used for these new walls that are at least equivalent to those <br />used for the Golden phase slurry wall for which plans were already submitted. This will allow <br />the Division to use the 20% bond option for the three new slurry walls. <br />Because the original bond for this site is from year 2000 with only the adjustments made for <br />slurry walls, additional bonding will be required for the next three phases of operation, and the <br />total affected acreage has increased substantially, the Division will need to recalculate the total <br />bond amount for the site.
