Please provide a time schedule or estimate when mining will begin and end for this operation. <br />6.4.5 EXHIBIT E - Reclamation Plan <br />1. According to the mine plan, 4-6 inches of topsoil was to be stripped from the site, but in the <br />reclamation plan it states that 4-10 inches of topsoil will be replaced on the site. Please clarify this <br />discrepancy. Topsoil should be salvaged at the greatest extent possible to help ensure vegetation <br />establishment. Based on the information submitted in Exhibit I, 4-10 inches of topsoil should be <br />salvaged. <br />2. Please describe how weeds will be mitigated and controlled during mining and reclamation of the <br />mine site to ensure proper vegetation establishment. <br />3. It understood that by the Division that the site will be reclaimed to the specification outlined in <br />the N.R.C.S. letter submitted with the permit application. <br />4. According to Rule 3.1.3, reclamation must be complete within five years after it began. With this <br />in mind, please provide a schedule when reclamation of the site will begin and end. <br />6.4.6 EXHIBIT F - Reclamation Plan Map <br />1. What is the contour interval that was used to develop this map? The interval used must be of <br />sufficient detail to indicate the direction and rate of slope of the proposed finial topography. Please <br />review the map that was submitted, and based on the contour interval that was used; please <br />determine if it adequately displays the slope of the final topography of the area. If it does not, please <br />submit a new reclamation plan map with the appropriate information displayed. <br />6.4.19 EXHIBIT S - Permanent Man-Made Structures <br />1. Who is the owner of the barbed wire fence surrounding the permit boundary? If the owner of the <br />fence is not the same as the applicant, the applicant must submit a damage reimbursement agreement <br />that is in accordance with Rule 6.4.19, which states that when mining operations will adversely affect <br />the stability of any significant, valuable and permanent man-made structure located within 200 feet of <br />the affected area, the applicant may either: <br />a.) Provide a notarized agreement between the applicant and the person(s) <br />having an interest in the structure, that the applicant is to provide <br />compensation for any damage to the structure; or <br />b.) Where such an agreement cannot be reached, the applicant shall provide <br />an appropriate engineering evaluation that demonstrates that such structure <br />shall not be damaged by activities occurring at the mining operation.
