please submit a plan to stabilize the topsoil stockpile, include the type of seeds that will be used and the rate it
will be planted, and/or any means that will be used to stabilize the topsoil pile.
Upon inspection of the site, it was noted that the current topsoil pile has been partially relocated.
According to Rule 3.1.9 (4), once the topsoil is stockpiled, it must be re-handled as little as
possible, and if it is to be relocated, the operator will need to obtain Office approval through a
Technical Revision to the permit. On the mining plan map please locate where the various
topsoil piles will be located.
2. Will any water diversions or impoundments be installed during the mining and reclamation process? If yes,
please describe these structures and include them on the mine plan map.
3. If any overburden is salvaged during the operation, it will need to be stockpiled separately from the topsoil.
Please indicate on the mine plan map where the overburden will be stockpiled.
4. Will any of the material be processed on the site? If yes, please describe the equipment that will be used and
display where it will be located on the mine plan map.
Upon inspection of the mine site, it was noticed that the operator currently mixes the mined
material with ground up asphalt or "Roto-Millings". Even though this material is not directly
backfilled onto the site, it may be stockpiled on the site from time to time, and during the mixing
process it appear that the material has been compacted into the top layer of soil. Please submit a
Notice to the office that is similar to the one cited in Rule 3.1.5 (9). This is described as follows:
a) A narrative that describes the location of the proposed activity
b) Approximate volume of material to be mixed with the mine material
c) A signed affidavit certifying that the material is clean and inert, as defined in Rule
1.1(20) (A copy of this definition will be enclosed in with the inspection report)
d) The approximate date the proposed activity will commence and end, however,
such dates shall not be an enforceable condition. (Please provide a rough estimate
of when these activities will occur)
e) (This section is not applicable since the operator will not use this material as
backfilling material)
f) (This section is not applicable since the operator will not use this material as
backfilling material)
