<br /> <br />EXHIBIT D <br />Mining Plan <br />The original application, and this amendment, proposes surface mining of sand and gravel, <br />production of asphalt, and processing of recycled asphalt and concrete at a site located <br />approximately 2 miles east of Hayden and approximately 20 miles west of Steamboat Springs. <br />' The site is south of Highway 40 and east of County Road 51A. This amendment proposes to <br />extend the existing mining area of 21 acres by an additional 14 acres (hereinafter referred to as <br />the "lease expansion area") for a total permitted area of 35 acres. The amendment also proposes <br />to extend the timeline for completion of mining by an additional 10 years. The purpose of the <br />mining activity is to provide aggregate and related products, including pit run, base course (road <br />base), and overburden for structural fill and road projects. <br />Based on the exploration test pits conducted for the lease expansion area, the subsurface <br />conditions appear to be similar to the conditions in the existing permitted area. The average <br />depth of overburden is 15 feet with a range from 11 to 20 feet, and the average thickness of <br />aggregate material is 23 feet with a range from 17 to 26 feet. Shale is encountered at an average <br />depth of 38 feet. The top 6" of overburden is assumed to be topsoil, similar to the thickness <br />t determined in the original 112 permit approved in September, 2000. The overburden and topsoil <br />will be removed and stockpiled for reclamation. <br />The amended permit boundary will encompass approximately 35 acres with approximately 33 <br />acres being mined. The remaining area consist of a small parcel located at the northeast corner <br />of the existing permitted area that is included to simplify management of the site, in addition to <br />setbacks from neighboring property boundaries and site access roads that are to be observed as <br />mining occurs. See Exhibit C, Mining Plan Map, and the Geotechnical Stability Exhibit for <br />information on the setbacks and their locations. Items owned by the Applicant located within the <br />proposed permit boundary, such as roads and fences, may be removed during the mining process. <br />Mine Phasing <br />t Current Conditions <br />Sand and gravel mining has extended to a majority of the authorized mining limit; approximately <br />4 acres within the existing 21 acre mining area have yet to be mined. During Phase 1, <br />approximately 17 acres were mined with 1 acre reclaimed and seeded. The mined area per year <br />averaged between one and two acres. The attached Exhibit C-1 map shows the existing <br />conditions at the pit. <br />Proposed Mining Plan <br />1 The amendment proposes a new permit boundary that extends the previous one to the west <br />(hereinafter referred to as "the western expansion area" and, for management purposes only, <br />adds a small parcel located at the northeast corner of the existing permit area. The lease <br />expansion areas include an additional 14 acres for a total permit area of 35 acres. The mining <br />process and hours of operation are to remain unchanged from the previously approved mining <br />plan.
