Mike Boulay -7- August 19, 2008
Rule 2.05.4(2)tc?P1a_n for Backfillinq and Gradin
43(a). Item Resolved.
44. DRMS: The Division requested the operator to amend the Figure 3.1-1
topography, permanent channel configurations, and revegetation community type
delineations, to incorporate proposed TR-16 plans and other updates as
warranted, ensure that permanent stream channel design tables and
specifications (including Table 3.1-1) are properly amended to conform with
postmine topography and channel configuration modifications. The map and
tables have been updated. It is unclear why the segment of the old McClane to
Munger haul road, which is no longer a component of the approved plan, is still
denoted on the map by the revegetated Greasewood Shrubland designation,
extending from the reclaimed sediment pond/stockpile area to the south, off the
map projection.
Please address the question regarding the old McClane to Munger Road.
CAM: The regevetated Greasewood Shrubland designation for the old McClane
to Munger road has been removed from Figure 3.1-1. There is still a portion of
the road remaining that provides access to GW-9 that will be reclaimed. The
road shown on the maps (Figures 2.2-2 & 2.2-3) is an existing two track road.
45. Item Resolved.
46. Item Resolved.
Rule 2.05.4(2)(e) Revegetation Plan
47. DRMS: The Division requested amended narrative referencing the
stabilization seedmix and stating that the exposed soils associated with all
temporary disturbances including ditches, berms, cover fill pile, topsoil pile, pond
embankment, and similar disturbances will be seeded with the stabilization
seedmix in the first appropriate season following initial construction or re-
disturbance. The operator responded that temporary seeding is addressed in
Section 2.3.4, page 2-39. The cited section addresses topsoil stockpile
stabilization and properly references Table 3.4-2 "Stabilization (Temporary) Seed
Mix", but does not address stabilization seeding of the other types of interim
disturbances mentioned in the original request. Also, we note that topsoil
stockpile stabilization seeding is also addressed on amended page 3-7 (Section
3.2), but the mix listed is incorrect, as it lacks slender wheatgrass, which is
included in the Table 3.4-2 seed mix.
Please amend the appropriate section of the narrative to address interim
stabilization seeding of the various types of temporary disturbances listed
