Mike Boulay -11- August 19, 2008 <br />c) Please update the narrative description of existing and proposed <br />disturbance on the AVF, on permit pages 4-6 and 4-7, of Section 4.1.2.5, to <br />incorporate proposed TR- 16 disturbances. Note that the existing narrative <br />indicates (apparently erroneously) that "the existing sediment pond, <br />topsoil stockpile, and proposed riprap storage area" are located on the <br />AVF. <br />New narrative was provided on amended pages 4-6 and 4-7, incorporating <br />proposed TR-1 6 disturbances. The new discussion regarding acreage <br />associated with the proposed disturbance is somewhat confusing, as there is a <br />statement indicating that approximately two acres of disturbance will occur on the <br />AVF, followed immediately by an accounting of 4.5 acres of disturbance <br />associated with individual facilities. Based on Figure 4.1-2, some portion of the <br />cited disturbance (e.g. the coal mine waste pile and some or all of the proposed <br />new construction material stockpile) appear not to be located on the AVF. <br />Please provide clarification regarding disturbed acreage on the AVF; <br />disturbance acreages listed for individual facility disturbances on the AVF <br />should add up to the total disturbance acreage on the AVF, and should <br />conform with the AVF boundaries and facility disturbances as depicted on <br />Exhibit 4.1-2. <br />CAM: Please see revised pages 4-6 & 7 clarifying the disturbed area within the <br />AVF. <br />New Items A through E regarding revised figures submitted with the May 21, <br />2008 Response package are given below. <br />A. Figure 2.2-1 -Affected and Disturbed Areas <br />The lease boundaries are clearly delineated by purple dashed lines, but the <br />permit boundary is missing from this map. Please add the permit boundary. <br />There is an un-labeled, mostly continuous red line that approximately follows the <br />5600' to 5800' elevation from north to south through the area shown. Please <br />identify this line or remove it from the figure. <br />CAM: The red line is the outcrop delineation and is now identified in the legend <br />of Figure 2.2-1. The permit boundary is now shown on Figure 2.2-1. <br />B. Figure 2.2-2 --- Surface Facilities <br />The term "Gob Pile" is still used to identify the Coal Mine Waste Pile. Please <br />correct the label. Page 2-32 describes Light Use Road #3, but we are unable to <br />locate the road on this map. Please provide the location of Light Use Road #3. <br />CAM: Coal Mine Waste Pile replaced text "Gob Pile", and Light Use Road #3 is <br />now shown on the map. As a general note, Profile sections B-B', C-C' and D-D' <br />(Topsoil, Construction Material and Coal Mine Waste Pile) have been removed <br />4nat
