(Page 2) <br />MINE ID # OR PROSPECTING ID # M-2000-103 <br />INSPECTION DATE 9/5/08 <br />OBSERVATIONS <br />INSPECTOR'S INITIALS RCO <br />This inspection was performed by the Division as part of its monitoring of Construction Materials 110 permits. The operator <br />was contacted about the scheduled inspection. The operator was not present during the inspection, but he stated that there <br />was a new landowner of the site, and to contact them for the inspection. John Dillon, representing the new owner, was present <br />during the inspection, though he is not the permittee nor representing the permittee. <br />The original signs and markers were not durable enough and were not observed at the site during this inspection This is <br />noted as a problem on paghe 1 of this report, under "signs and markers." The correction will be for the operator of post a <br />permitlD sign at the entrance to the site, and mark the boundaries in a visible and durable manner. Please refer to <br />Construction Materials Rule 3.1.12 for the required information to place on the sign The correction date is shown on the last <br />page of this report. <br />The site was initially affected by excavation on the hillslope to generate growth medium (which is an ingredient of the onsite <br />manufactured topsoil) and to create an operations bench. The site is fully.excavated and the bench is now used only for <br />stockpiling imported materials for making topsoil. <br />Portions of the site do not appear to have been used in several months, as there are weeds on much of the site, mainly <br />sunflowers and Russian thistle. Reclamation will include elimination of those annual weeds and revegetation with approved <br />perennial species. Reclamation has not begun yet. <br />As stated above, the site is fully excavated, and no more material should be excavated from the site In fact the site has been <br />over-excavated, leaving a highwall that is too steep and not enough material in the permit area to reduce the slope to its <br />reclamation gradient. The approved mining and reclamation plans require that the slope be maintained at 2.1 or gentler, but it <br />is closer to 1:1 average This is noted as a problem on page one under "general mine plan compliance." The correction will be <br />for the operator to revise or amend the permit as necessary to include a plan for reclaiming the site The correction date is <br />shown on the last page of this report. <br />Along the toe of the southern half of the highwall is a patch of Canada thistle covering several hundred square feet The land <br />immediately surrounding the site does not contain this noxious weed The thistle plants do not exhibit any evidence of <br />treatment, and there is no noxious weed control plan in the permit file The lack of a plan and the presence of (possiblv <br />untreated) Canada thistle is noted as a problem on page 1 under "revegetation " The correction is for the operator to revise the <br />permit to include an adequate weed control plan and to implement it The correction date is shown on the last page of this <br />report. <br />No further items were observed during the inspection.
