III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />This was a pre-operational inspection conducted by Kent Gorham of the Colorado Division of <br />Reclamation, Mining, and Safety (Division). The proposed Redcliff mine application is <br />currently in the adequacy review phase. Ground conditions were dry and the weather was <br />mild with overcast skies. Light rain occurred during the end of the inspection. <br />Roads <br />The access road to the proposed mine site is a BLM road from Highway 139, angling slightly <br />northeast toward the Book Cliffs. The road is easily recognizable by a small single pole <br />power line that runs parallel to the road across public land. This road was found in <br />reasonable condition with minimal rutting or damage. The road passes through one <br />significant gully where the power line is closest to the road. This location is currently a <br />"California crossing". <br />Processinq Waste <br />The area planned for construction of a refuse disposal area was traversed on foot. The area <br />is characterized generally as a semi-arid desert with limited soil development and sparse <br />vegetation.
