42,05 APPLICATION FOR PERMIT FOR SURFACE OR UNDERGROUND MINING ACT IViTiES -- <br />• MINIMUM REQUIREMENTS FOR OPERAT%ON AND RECLAMATION PLANS. <br />2.05.6 Mitigation of Surface Coal Mining Operation Impacts. <br />(1) (a) See [he Air Quality Appendix in Volume 9 for copies of <br />all present Emissions Permits. <br />(b) Air Quality Monitoring <br />AC the Orchard Valley Mine, Colorado Westmoreland ;nc. <br />had two monitoring sites for high-volume particulate <br />samplers (hi- vol). One of the stations Baas located <br />near the mine haul road and the other was near the silo <br />area (see Map 8A-8). Air samples were taken aC these <br />hi-vols every fourth day, per the Colorado Department <br />of Heal [h, Air Quality Control Division sampling sched- <br />ule. CW; received summaries of Fugitive dust quanti- <br />ties from this data which was compiled by Air Sciences, <br />;nc. of Lakewood, Colorado and formerly by Marla[t and <br />Associates of Fort Collins, Colorado. These reports <br />are presented in the Climatology-High Volume Sampling <br />Appendix in Volume 9, and are on file in the CId; office <br />in Paonia, Colorado. <br />As the monitoring data has consistently shown compli- <br />ance with ambient air quality standards, the Colorado <br />Department of Health, Air Quality Control Division, ap- <br />proved CW;'s request to discontinue the high-volume <br />particulate sampling. See the Department of Health <br />correspondence in the Air Quality Appendix, Volume q. <br />Up until 1g79, CW; maintained a weather station in or- <br />der to develop important baseline data. This station <br />was located at the railroad wye southeast of the [rain <br />]oadout facilities and recorded temperature, wind <br />speed, and direction. CW; received summaries of weath- <br />er data compiled by Marlatt 6 Associates. <br />Colorado Westmoreland ;nc.'s Air Pollution measures for <br />fugitive dust control are in compliance with 2.05.6(1). <br />Mitigation measures for minimizing the impact of the <br />mining and coal loading on the air quality are directed <br />in Eour areas - keeping all coal inside a controlled <br />environment from Che mine to the [rain, rapid reclama- <br />tion of disturbed areas, general cleanliness of Che <br />mine operation, and if stockpiling of coal is neces- <br />sary, implementation of special air control measures. <br />• Revised 08/01/84 <br />Revised 10/12/86 <br />Revised 10/01/87 <br />84 <br />
