Accordingly, the cost estimate to stabilize the walls for the financial <br />warranty calculation is zero. <br />a) The blasting will be done using scaled distances of 43.8 for blasting in the North <br />Cresson Mine area and 35 for all other mine bastings. <br />Response. <br />CC&V agrees with this statement, as it was presented in Appendix 4 of Volume II of the <br />MLE Project Application. <br />b) The distance input factor for the scaled distance equation will be horizontal <br />distance from location of any blast to the nearest man made structure not owned <br />or controlled by CC&V. Such structures shall include the underground workings <br />of the Molly Kathleen tourist mine. <br />Response. <br />CC&V has maps of the underground working associated with the Mollie Kathleen, and will <br />confirm with current owners of the Mollie Kathleen on any additional workings for <br />consideration in factoring in the scale distance equation for this area. <br />• <br />c) Peak particle velocity (ppv) caused by blasting vibration measured at any of the <br />monitoring locations approved by the DRMS in excess of 0.5 inches per <br />second(ips) must be reported to the DBMS. If measurements from any two <br />blasting events exceed 0.5 ips, CC&V will investigate and report the results to the <br />DRMS. The Division will review the results and recommend further actions as <br />needed. <br />Response. <br />CC&V agrees with this comment and will continue to work closely with the DRMS on <br />reporting any deviations recorded during CC&V active production blast monitoring. <br />d) In order to be consistent with previously approved revisions for the Cresson <br />Project, CC&V will prepare blast reports as follows for each shot. The reports must <br />be retained by CC&V for at least three years and must be available for inspection <br />by the Division upon request. <br />1. Location, date and time of blast. <br />2. Name, signature, and license number of blaster - in charge. <br />3. Identification, direction and distance, in feet, from the nearest blast hole to <br />the nearest potentially affected structures not owned or controlled by CC&V. <br />• 4. Type of material blasted. <br />5. Sketches of the blast pattern including number of holes, burden, spacing and <br />delay pattern. Sketches shall also show decking, if holes, are decked to <br />achieve different delay times within a hole; <br />12
