compatible with the post-mining land use, and will meet all the requirements of <br />this Rule (4.14.2(2)). <br />F. The Division does not approve terrace outslopes which are steeper than 2h:1 v <br />(50%). The Division does not approve of the retention of a highwall as a part <br />of a terrace. (4.14.2(2)(c)) <br />G. Small depressions in the backfill may be used to minimize erosion, create or <br />enhance wildlife habitat, conserve soil moisture, and promote revegetation. <br />The Division approves their construction. (4.14.2(3)) <br />H. The Division approves the applicant's plan for disposal of debris, acid-forming <br />or toxic materials, or materials constituting a fire hazard in a manner designed <br />to prevent contamination of ground or surface waters. A contingency plan has <br />also been developed to prevent sustained combustion of flammable <br />materials. (4.14.3(1)(a)) <br />The Division approves the method and design specifications for covering of <br />acid-and toxic-forming materials in order to prevent leaching into surface and <br />ground water and to insure backfill stability. (4.14.3(2)) <br />XI. Revegetation <br />A. The Division approves the use of introduced species in the reclamation seed <br />mix. The applicant has submitted information that shows that the introduced <br />species are desirable and necessary to achieve the approved post-mining <br />land use, and is not poisonous or noxious. (4.15.2(3)) <br />B. The Division approves the use of straw mulch as a means to meet soil <br />stabilization requirements. The applicant will use an interim seed mix (Table <br />2.05.4-4) for areas that will be temporarily revegetated. (4.15.4) <br />C. Methods to measure herbaceous cover and production, species diversity, and <br />woody plant density are discussed in section 2.05.4 of the permit. These <br />techniques include comparison of the revegetated communities with extended <br />reference areas. The Division approves of these techniques. (4.15.7(1)) <br />D. Comparisons between reclaimed and undisturbed areas, in order to <br />demonstrate that success criteria of 4.15.8, 4.15.9, or 4.15.10 have been met, <br />will be based on the following: <br />For grassland areas, success will be demonstrated for cover and production <br />when the reclaimed area is at least 90 % of the reference area and meets the <br />90% confidence interval using a one-sided T-test. No woody stem density <br />standard will apply to grassland areas. Species diversity standards are 2 cool <br />season grasses and 1 warm season grass comprising 5 to 30 percent of total <br />20
