Access Roads <br />See explanation above under A. <br />C. Light-Use Roads <br />Light-use roads are discussed in the permit application beginning on page <br />2.05-29 and are shown on Map 2.05.3-1. Pre-existing light use roads will be <br />left intact in their existing condition, or re-aligned and connected, following <br />mining. The primary light use road is the road system crossing the disturbed <br />area. These roads are used by Pioneer Resources to access existing coal- <br />bed methane wells that are immediately adjacent to the reclaimed area of the <br />mine. <br />II. Support Facilities <br />No specific approvals are granted under this section. <br />III. Hydrologic Balance <br />A. Water Quality Standards and Effluent Limitations <br />1. The Division originally approved small area exemptions (SAE's) from use <br />of sediment ponds due to the limited size of the area and due to the fact <br />that ponds and treatment facilities are not necessary for the drainage to <br />meet the effluent limitations of Rule 4.05.2 and applicable State and <br />Federal water quality standards for receiving streams and also due to the <br />fact that no mixing of surface drainage with a discharge from <br />underground workings will occur. The small areas that were exempted <br />were topsoil piles located along the roads, the large topsoil pile on the <br />eastern edge of the disturbed area, the office area, and the service area. <br />Only the large topsoil pile on the eastern edge of the disturbed area <br />remains under bond as other areas were released under Surety Release <br />No. 2 (SL-02). (4.05.2(3)(b)(1)) <br />B. Diversions and Conveyance of Overland Flow <br />1. The Division does not approve of the use of an asphalt or concrete lining <br />for a permanent diversion.
