released under the same permitting action, as was the Lorencito Canyon
access road from the afore-mentioned intersection south to the former office
area.
B. Access Roads
See explanation above under A.
C. Light-Use Roads
Light-use roads are discussed in the permit application beginning on page
2.05-29 and are shown on Map 2.05.3-1. Pre-existing light use roads will be
left intact in their existing condition, or re-aligned and connected, following
mining. The primary light use road is the road system crossing the disturbed
area. These roads are used by Pioneer Resources to access existing coal-
bed methane wells that are immediately adjacent to the reclaimed area of the
mine.
II. Support Facilities
No specific approvals are granted under this section.
III. Hydrologic Balance
A. Water Quality Standards and Effluent Limitations
1. The Division originally approved small area exemptions (SAE's) from use
of sediment ponds due to the limited size of the area and due to the fact
that ponds and treatment facilities are not necessary for the drainage to
meet the effluent limitations of Rule 4.05.2 and applicable State and
Federal water quality standards for receiving streams and also due to the
fact that no mixing of surface drainage with a discharge from
underground workings will occur. The small areas that were exempted
were topsoil piles located along the roads, the large topsoil pile on the
eastern edge of the disturbed area, the office area, and the service area.
Only the large topsoil pile on the eastern edge of the disturbed area
remains under bond as other areas were released under Surety Release
No. 2 (SL-02). (4.05.2(3)(b)(1))
B. Diversions and Conveyance of Overland Flow
1. The Division does not approve of the use of an asphalt or concrete lining
for a permanent diversion. (4.05.3(2))
C. Stream Channel Diversions
15
