We will begin mining Phase II first. After Phase II has <br />been mined out, mining will proceed into Phase V, starting on the west side of Phase V <br />and proceeding easterly. It is anticipated that Phase V will be completed during the <br />winter of 2009-2010. These phases are from the TR-3 Mining Plan. <br />In order to prevent the 100-year flood event from entering the pit, the existing dike will <br />be extended along the river side of Phase II and V. The dike will be constructed to an <br />elevation of two feet above the 100-year flood event. The dike will be constructed <br />approximately 12 wide at the top with 3 to 1 slopes. The portions of the dike not used as a <br />road will be seeded using the approved seed mix. <br />See Soaring Eagle Gravel Pit-TR-4 map dated September 3, 2008 for the dike locations <br />and elevation locations shown in the Elevations Table. <br />The Corps of Engineers has determined that the dike construction is in a non- <br />jurisdictional area and the proposed work will not require Department of the Army <br />authorization. See attached letter from the Corps dated August 22, 2008. <br />The dike elevations along the existing dike vary from 1 foot low to 0.8 feet above the <br />desired elevation. Elevations along Phase II mining area at the dike location will require <br />fills from 2.7 to 5.0 feet. An existing irrigation ditch which runs along the river side of <br />Phase V mining area has been built to provide a natural barrier to the 100-year event. <br />Elevations taken along the ditch top of the ditch indicate it is 0.5 feet above the 100-year <br />flood event plus 2 feet. See Soaring Eagle Gravel Pit-Elevations Table(enclosed) for <br />elevations of the proposed and existing dike and matching river stations with 100-year <br />event elevations. Also enclosed is Figure 1 showing River Stations along with print outs <br />of the various flow events elevations.
