Please identify and describe in the permit text the gas pipeline and powerline crossing the <br />permit boundary in the far SW comer of Section 9 and the NW corner of Section 16. <br />Also, identify on page 2.05-119 that Map 24, in addition to Maps 9 and 23, is also a map <br />showing structures in and adjacent to the permit area. <br />74. Rule 2.05.6(6) (e) (i) (E) requires a description of the angle of draw predicted to be <br />characteristic of the permit and adjacent area. Although Exhibit 15 discusses angle of <br />draw in general terms, no specific angle appears to be predicted for Red Cliff mining. <br />Please submit specific angle of draw predictions for Red Cliff mining. <br />75. Considering the rough terrain and topography in the affected area, the Division is <br />interested in the possibility of establishing survey monuments to verify the predicted <br />angle of draw as a result of Red Cliff mining, as well as for potential future permitting <br />and mining in areas of more significant structures and renewable resources. Please <br />provide your comments regarding the potential for field verification of the actual angle of <br />draw in the first few panels proposed for mining at Red Cliff. <br />76. The Division believes that in areas of shallow overburden (<250 feet) and steep slopes, <br />the potential exists for surface cracks to develop that may be a hazard to recreational use <br />and grazing. Please consider a plan for periodic monitoring and mitigation (if <br />warranted), for these areas, as shown on Map 14. <br />77. Please add the outline of the planned affected area, as shown on Map 14, to all of the <br />maps that depict structures or renewable resources (Maps 9, 23, and 24 at this time). <br />78. In accordance with Rule 2.05.6(6) (f) (vii), please submit a schedule for the submittal of a <br />detailed plan of the underground workings, as required by Rule 4.20.1(3) and indicate <br />your preference regarding the confidentiality of this information. <br />Rule 2.06.4 Steep Slope Mining <br />79. On page 2.06-1, the narrative indicates that the applicant does not plan to perform steep <br />slope mining. Given that "Steep Slope" is defined as "...any slope of more than 20 <br />degrees..." it seems clear that the operations proposed in the application within the rock <br />outcrop and canyon topography (road and portal areas depicted on Maps 15-1 and 15-2) <br />would constitute "Steep Slope Mining". <br />Please address this issue and revise the application as warranted to address the Steep <br />Slope Mining provisions of 2.06.4 and 4.27.3.
