8. Control of Nuisance Conditions - Litter, vectors, <br />and similar nuisances are not a problem, because <br />of the inert nature of, the fill material. Control <br />of relevant nuisance conditions are: <br />a) Erosion Controls - Erosion control measures <br />(silt fencing, storm water quality ponding, <br />etc.) will be installed as required by a <br />Storm Water Management Plan that will be <br />submitted and approved by the County <br />Department of Public Works. No off-site <br />existing drainage ditches will be disturbed, <br />and temporary earthen berms, silt fencing, <br />etc. will installed as needed to protect <br />surrounding properties. A Storm Water <br />Management Plan Permit will also be <br />obtained, and the application for this <br />Permit is in process from CDPHE. <br />b) Offsite Road Tracking Controls - The I-76 <br />Service entrance will be protected from mud <br />tracking from the site by installing and <br />maintaining a minimum of 125' of gravel <br />surface into the site. As needed, AFS will <br />clean up any mud that is tracked off-site <br />onto a public roadway. <br />c) Dust and Soil Blowing Controls - A water <br />truck will be used on-site, and off-site on <br />adjacent roads, any exposed inert material <br />areas, and soil stockpiles as needed. The <br />size and scope of the operation is not <br />anticipated to require an APEN and an Air <br />Emissions Permit from CDPHE. <br />d) Noise - All machinery operated on the site <br />have noise muffling devices. The property is <br />zoned A-1 and I-1. All noise standards <br />applicable to the A-1 and I-1 zone districts <br />will be adhered to in the inert fill <br />operation. <br />9. Location, Quantity, and Heights of Stockpile <br />Materials - Stripped soil material and imported <br />clean soil loads that are stored on the site <br />outside of the fill area for later use as final <br />cover and for revegetation will not exceed 10' in <br />height above the elevation of the site's entrance <br />onto the I-76 Service Road. Soil piles that are <br />expected to be stored longer than 1 year will be <br />temporarily vegetated with a non-irrigated seed <br />mix. <br />7
