III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />This was a complete inspection conducted by Kent Gorham of the Colorado Division of <br />Reclamation, Mining, and Safety (Division). This mine site is currently completing the final <br />stages of reclamation of disturbed areas. Ground conditions were wet and muddy in many <br />places due to recent heavy rainfall. The weather was clear with clouds building throughout <br />the day. <br />Availability of Records <br />The public copy of the mine records is kept at the office of Peak Project Management (PPM). <br />The contact, address, and phone number for PPM is Ron Thompson, Peak Project <br />Management, 34115 County Road 20.8, Trinidad, CO 81082, 719-846-4975. Records were <br />found in compliance as detailed on page 2a of this report. <br />Signs and Markers <br />The new mine identification sign <br />has been installed. The sign meets <br />the requirements of Rules 4.02 <br />and 4.30.2. <br />Hydrologic Balance <br />Recent heavy rains have resulted <br />in all ponds filling to the top of the <br />primary riser. All ponds were <br />discharging slightly murky water <br />(pond 8 shown below right). Pond <br />9 appears to have some slight 1! <br />blockage of the lower weep holes <br />as did pond 6. There was no evidence <br />that any of the ponds discharged through <br />the emergency spillway. Evidence <br />suggested very heavy flows in the recent <br />past in undisturbed Jeff Canyon adjacent <br />to the disturbed area. Many ditches show <br />moderate to heavy sedimentation and will <br />need cleaned to restore design criteria. <br />Some erosion on the reclaimed surface, <br />especially above ponds 6 and 7 will <br />require re-shaping and possibly channel <br />protection to provide a stable channel for <br />future storm runoff. <br />?- Y;-T <br />
