early summer. Soil moisture is now excellent and cooler temperatures have reduced stress
on the vegetation. Cattle were observed in the adjacent area but not on the reclaimed area.
During the inspection, we talked with the owner of the cattle about the possibility of fencing
such that his cattle could access water in pond 5. Since it is unlikely that pond 5 would ever
discharge through the top of the primary riser, cattle using the pond would not be a concern
regarding water quality. However, damage to the embankment could occur due to excessive
activity. The decision on changing fencing to benefit the cattle should be made between the
rancher and EFCI.
Offsite Support Facilities
The loadout remains unchanged. The Newlin Creek topsoil stockpile footprint appeared
normal. The Monarch Fan site appeared in good condition as shown below. The silt fence
would appear to be no longer necessary as the vegetation has stabilized the reclaimed area.
Q, r
4 p ry
Overall, the site appeared in good condition for the summer season following abundant
rainfall.
4
